WHITBY and DISTRICT Manager: Rae Hopkins Whitby Bureau Office: 111 Dundas St. West Tel. MO. 8-3703 Approval of the 1963 budget for Ontario County involved dis- cussion on the Emergency Measures Organization Thurs- day. ' Reeve William Gould, of 'x- bridge, told council that a total of $35,000 had been set aside for EMO for the 1963 budget. Deputy-reeve John Dancey of Brock said that council should know how the money was to be spent before the item was approved, Reeve Anson Gerrow, of Scu gog, said the EMO expenditur was $22,000 last year and that council could cut the estimate down to that figure. "It is or an estimate which we pass," stated Deputy-reeve John Dry- den, of Whitby Township, "but it does not mean that we ap- prove it." Reeve Gerrow and Deputy- reeve Dancey moved that the $35,000 total be axed by $10,000. "EMO may have spent $28,000 last year," Deputy - reeve George Brooks of Whitby point- ed out, "'but there may be un- EMO Cost To County Sparks Budget Battle another year t' shorld give them the money we need." The motion cutting the esti- mate was voted on and e.r- ried. Deputy-reeve Brooks then pointed out that outstanding bills from 1962 would have to be paid out of the newly bud- geted figure. County Clerk Wil- liam Manning said there re bills to be paid from November and December and also salaries for EMO officials, Reeve Cyril Morley, of Pick- ering, said the Federal and Pro- vincial Government paid 90 p. cent of the $35,000 and council had not saved very much in cui ting the sum by $10,000. "There are three months bills to be paid," argued Deputy- reeve Brooks, "when they are taken out there is only $20,000 left, EMO just cannot run." Reeve John Goodwin, of Whitby Township, said it cost the county $700 daily during each council session and argu- ing about the EMO budget was costing the county in wasied THE OSHAWA TIMES, Friday, Februery 22,1963 § Earl Martyn, of Reach, moved that the $10,000 be put back inte the estimates. Reeve Gerruw then said he did not know there were outstanding bills. He stated, "EMO Co-ordina- tor, Col. F. S. Wotton, needs a Sharp talking to on present- ing his bills to the county " Clerk Manning pointed out that one of the problems was that the county and the "MO fiscal years did not coincide. The motion was carried thit the original sum of $35,000 will stand. DIRECTOR APPOINTED VANCOUVER (CP). -- David K. Criticism was levelled at members of the Chamber's re- tail merchants' section for two reasons, one being for failing to attend merchants' section meet- ings and the other for parking in the downtown area, thus driving customers away from Whitby's business section. Robert Catton, chairman of the retail merchants' section, charged last night he did not know what is wrong with mer- chants who will park in front of their places of business, espe- cially Friday nights, instead of letting the potential customer! have the parking place. FEW ATTEND Im addition, Mr. Catton ex- pressed disappointment in the fact that very few of the busi- nessmen ever attend retail mer- chants' section meetings. He said he hoped more interest will be shown in Chamber activities this year than has been display- ed in the past. Outlining his four-point pro- gram for this year, president- elect William Rankin declared his intention to give all Cham- ber members "something to do to maintain interest". In his plan of action for this year, Mr. Rankin told the few in attendance he intended carry- ing on the work of last year's executive with a broader scope' this year. FOUR-POINT PROGRAM He said the four-point pro- gram this year will include a program of commercial de- velopment and redevelopment, a Boost Whitby Campaign, a Keep Whitby Clean Campaign and the Chamber's Trade Fair --one of the town's biggest at- tractions. Regarding commercial de- velopment and redevelopment, Mr. Rankin said, he will urge the Chamber to institute a "Shop Whitby Campaign'. He suggested the merchants "'go all out" to influence town shoppers to "try Whitby first", before go- ing elsewhere to do their shop- ping. The president-elect said this will require the co-operation of all the town's merchants, not just a few interested in the bet- terment of the town as a whole and business in general. sissauga, Oshawa Curling Club, PEOPLE GET SLOPPY |Cannington, Donalda; Tam "People in town tend to get O'Shanter (Heather) and) 3 a little sloppy.
