WHITBY And DISTRICT CORONEN'S JURY SAYS An all-male coroner's jury Wednesday night recommended an additional approach leading to the westbound lane of High- way 401, on the northwest side of Liverpool road overpass. Inquiring into the death of 22- year-old Bonnie Crosgrey, 225 University street, Cobourg, one of three girls killed Jan. 11, near the Liverpool road over- pass, the jury ruled the cause of death accidental. It found no other westhound Overpass I'eeded At Brock Road eastbound passing lane, at the centre white line. Constable Miraglia pointed out there was a possibility the westbound vehicle had been forced to veer to the south to avoid colliding with a vehicle coming onto the highway from the Liverpool approach. He said the collision was 500 feet west of the overpass. He determined the cause of Miss Proctor's death to shock due to internal bleeding. He said she suffered a lacer: heart. Witnesses David ' Selwyn, Bay Ridges and Eric Consta' tine, also of Bay Ridges, told the jury thef saw the west- bound vehicle cross the median and collide with the eastbound vehicle. Witness Daniel H. Kuzell, of Toronto, said he noticed a car in the acceleration lane -- pro- ceeding onto the highway west of the overpass. He added the vehicle was "straddling" the line between the third lane and driving lane, but it did not cross the white line. He added he saw.a car ap- proaching from behind in the passing lane, heard the souad of brakes, then saw the vehicle crossing the median. George Edward Rowden, of Ajax, driver of the vehicle in the acceleration lane, said he saw headlights in both driving lanes and did not pull onto the highway immediately. He said he turned on his direction sig- nals, then started to pull into the driving lane, but could see the vehicles approaching and did not pull into the lane as he Helps You Select The Perfect Paint Color! 'Two of the three teachers, Jane Proctor, 21, 168 Rumsey road, Toronto and Judith Caro- line Fee, 21, 4111 Yonge street, Willowdale, were killed. The jury further suggested an overpass connecting Brock road north and south be built over Highway 401. It felt a Brock road overpass would greatly relieve traffic con- jection at the Liverpool road cloverleaf. Ontario Provincial Police, Whitby detachment, Constable Fred Mraglia told the inquiry the Liverpool interchange had "become one of the major traf- fic problems in this areca. He attributed the problem to the Bay Ridges housing develop- ment and traffic coming frum Highway 2. Constable Miraglia termed the interchange a_ bottleneck and dangerous. He suggested Stop signs should be installed at the 401 entrance from the ramp and an additional ramp be built at the west side of the overpass. According to the officer, the two vehicles hit head-on in the knew he did not have sufficient room to do' so. He said when he looked back again, the car in the passing lane "was missing' and he thought it had dropped back. When he looked again, Mr. Howden said, he saw the ve- hicle crossing the median. The three accident survivors, George David Sim, 26, of 53 Bude street, Toronto, driver of the eastbound vehicle and Rob ert Creighton, a passenger in his car and Patricia Manley, 21, 32 Hollydene road, Scarbor- ough, a passenger in the west- bound vehicle, did not attend the inquest. The two male victims, Con- stable Miraglia said, are still in Toronto General Hospital and Miss Manley was released about a week ago. None, he said, are able to remember anything about the accident. Col. F. 8. Wotton, co-ordinator of the Emergency Measures Or- ganization wrote to council ask- ing that the report be requested from the school boards. The letter read in part: This letter is to advise your council of the guidance given and action taken by the Emer- gency Measures Organization to assist each of the school prin- cipals in organizing a suitable emergency plan for their insti- tutions. In October 1961 all school principals were provided with information to produce a school plan based on information put together in a memorandum by EMO. Many school principals took action on this. During the Cuban crisis in the fall of 1962 a considerable num- ber of inquiries were received by EMO from some principals and they were advised to study our previous correspondence. EMO took action to review the suggested plan for schools and we felt a letter sent to each of the senior students and the school bus drivers soliciting their co-operation would be ad- visable. Many schools have now distributed this material. As this office has no direct contact with the nearly 200 schools, it is suggested that your council could take action to request a report from your school boards as to the state of the emergency plans in the schools in your municipality. "I think that this should go straight to the School Board rather than in this round-about said Councillor Joyce 'twice in County Council," Reeve Everett Quantrill said, '"'and we have voted it back in again. The senior governments are not giv- ing enough protection so we should begin again at the) groundroots level." The correspondence was re- ferred to Deputy Reeve George Brooks, chairman of the special EMO Committee, Traffic Signs To Be Installed Further control of the traffic problem was advocated at Whit- by Town Council meeting this week.
