JOHN'S, Nfld, (CP)--St. John's West, barely won by the Liberals in a cliff-hanger last June, has been without a Com- mons member since October when the Newfoundland Su- preme Court voided the election because of service vote irreg- ularities. Richard Cashin, 26, Liberal lawyer who defeated former s0- licitor general William J. Browne last time, has _ been quietly stumping the district ever since as his party's can- didate in the election April 8. But he wont' face Mr. Browne,| tough veteran of many New- Chiropractor foundland campaigns. A few days after the 1962 election was knocked out, the Progressive Conservative party talked Mr. Browne, 66, into running as a provincial election candidate in a St. John's seat and he was elected Nov, 19. In his place as PC candidate is Arthur Hamett, Mr. Browne's executive assistant at Ottawa from 1958 until last June and since then executive assistant to the finance minister, He was an unsuccessful Conservative candidate in Trinity-Concéption riding in the 1958 election. About half the city of St. John's lies within St. John's West, That part contains about 50 per cent of the voters.
