A research council and design tranch have been added. The lousing branch and the civil de- fice and information sections Inve been delegated to the pro- vncigl secretary. Gutney Evans, industry min- i#er.and provincial secretary in Fremier Duff Roblin's Progres- sve Conservative government, siys the changes amount to a "fegrouping of factions and erting out into specialized, pactical purposes." The department's main chore wil probably be in implement- ig recommendations of the re- prt of the committee on Mani- tha's economic future, tabled) tis year in the legislature. The committee, which set out t analyze the growth potential othe province's economy, sug- gsted in its report of about 100 pages that much of Mani- tha's industry is inefficient and DIVIDENDS | ly THE CANADIAN PRESS Bathurst Power and Paper Ce, Lid., common 12% cents, class A 62% cents, May 1, rec- ord April 5. FORECASTS INCREASE It forecast Manitoba's popula-; tion will increase to 1,150,000 by} 1975 from 940,000--a growth rate} in pace with predictions for the| rest of the country. There probably will be new personnel in the department but the current spending estimates don't indicate any major in- crease in staff. Spending for the coming year is estimated at $1,500,000, about $117,000 more than last year. The report is the work of 42 Manitobans who accepted the invitation of Premier Roblin to form the committee in Septem- ber, 1961. It says Manitoba's economic growth rate has lagged behind that of the rest of Canada in the last decade be- cause the province has been un- able to make a smooth transit- ion from a predominately agri- cultural to an emerging indus- trial economy. While the traditional activities of agriculture, primary indus- tries, and distribution were still key factors in generating em- ployment, they must be tied in with growth industries. A report by the bureau of sta- tistics showed the annual total was $24,000,000 less than in 1961. But more than seven-eighths of the total--$247,000,000--came into Canada im the final quarter of 1962 in the wake of the early summer foreign exchange cri- sis, with both the federal and provincial governments floating Inflow Of Capital Rises Transactions '1 foreign securi- ties led to a capital outflow of $79,000,000 compared with a $33,000,000 outflow the previous year. There were substantial Canadian purchases of U.S. stocks, totalling $317,000,000. On balance, the United States provided all of the capital in- flow from Canada's. interna- tional securities transactions--a total $455,000,000, compared with $447,000,000 in 1961. Security transactions with the United Kingdom produced a capital outflow of $90,000,000, compared. with. a $101,000,000 outflow in. 1961, _ large bond issues in other coun- tries. This was offset by retire- ments of foreign-held Canadian securities totalling $295,000,000 --only slightly less than in 1961. A further offsetting factor was a net capital outflow of standing Canadian securities-- the first capitai outflow on this score since 1955.
