Ratepayers Protest A group of Verdun road rate- payers who like their street the way it is may not get any im- provements after all. Although Ontario Municipal Roard approval has been obtain. ed for granular base and curb and gutter for a section of the road, and tenders have been let, Mayor Lyman Gifford Mon- day night sent the matter back to the Public Works: committee for more discussion. Residents fear local improve- ment charges, according to Charles E. Cherry, who sub- mitted a petition calling for can- cellation of plans for the work. He complained that an earl- fer petition favoring the work was worded so homeowners didn't know what they were signing. Mr. Cherry said the road has been graded and oiled and is "in better shape" than it has been for three years. The petitioners did suggest a layer of black top on the west sidewalk from Mitchell avenue south to the CPR tracks, and some ditching. Ald. Finley Dafoe wanted to jconcur with the petitioners' re- |quest that the job not be done. Ne couldn't get a seconder for his motion. Mayor Lyman Gifford describ- led the problem as "peculiar" and sent it back to the works /committee. A blanket notice in the paper giving the date -- the notice to cover all property. owners in the: city -- was his answer. The majority of council, how- ever, sided with the Public Works Committee's recommen- dation that the present policy of calling fur INDIVIDUAL no- tice before taking action be con- tinued, Difficulties in locating land- owners who live in other cities can complicate the procedure no wused. His Worship, in advocating the change, was siding with the! Lake Vista Ratepayers Associa-| tion which also suggested the city set a date by which all property owners must have weeds on their land cut. (The suggested method isn't really new; in fact, the system was used before the change was made to the one now in use which calls for separate notices to be sent out ("usu- ally after a complaint has been received," says the mayor) fol- lowed by a seven day waiting period. Then the city has to find the time for its own crews to get around to the scattered properties. The mayor complained that "much more paper work is in- volved" in the present method. Ald. Finely Dafoe estimated to 35 percent of the costs of weed cutting could be saved. Later, he explained this esti- mate referred to the money a landowner could save by not leaving -the job to the city. "Now the city cuts its own weeds first and the rest have to pay time and one-half." "IT don't think we have the Would Warn About Weeds right to charge time and one- half," said Ald. John Dyer. Answered Ald. Cliff Pilkey: "I don't care how much it costs them because they should' have their weeds cut. I don't care if it costs them double - time' rates." Another complaint of the LVRA is a construction shack which the group has been un- able to have removed from a lot at Phillip Murray and Cedar streets, Last night council deleted a section of the Zoning Bylaw to make way for a regulation call- ing for the posting of a bond and the issuing of a building permit when such temporary buildings are set up. A section of the Township of Scarborough's Zoning Bylaw is being used as a pattern, In Scarborough, a permit is required for these buildings and there are size restrictions on them. In addition to the permit fees, the applicant is requested to pay $75 for anything up to a 100 square foot building and $50 for each additional 100 square feet, or portion thereof. The location of the building has to be approved by the build- ing inspector. The building must be remov- ed one month after completion of the work, or on two month's notice from the township, If the building is not remov- ed, the t ownship may, on one month's notice, have the build- ing demolished or removed; the material is disposed of at cost to the applicant (from the nioney deposited). Any money left is returned. Ilowever, if the cost of disposal is greater than the deposit, the township may demand the dif- ference. , Oshawa's Building Bylaw is now being drafted and will in- clude the new regulation.
