@ THE OSHAWA TIMES, Tuesdey, August 20, 1703 Council Gets Port Hop Balance Of Power PORT HOPE -- Durham pro- vincial riding, traditionally Con- servative and now held by a Conservative, is a challenge to the Liberal organization here, particularly with a well thought of Tory. government in power. Conservative ranks at the county level have been bolstered éuring the past two years. The machine has become highly or- ganized and more closely co- ordinated. But the Port Hope commun- ity is less stable, The associa- tion here has lost both its presi- cent and acting president this year through a change of em- ployment. Long time Tory and former president Michael Wladyka said he could not take the presi- dency. Association workhorse W. J. Austin said he now has a full time job and won't be able to give the party as much of his time as in previous elec- tions. Copies Of Court Decision AJAX (Staff) -- Copies of the judgment in the recent legal battle between the Ajax School Board and the Town Council were received by council Mon- day night at the regular August meeting. The judgment, some 34 pages of it, was made in favor of the Town council and dealt with the demand made by the Ajax School Board that the Town pay out of current revenue $60,- 000 to cover the cost of a new gymnasium, The arguments of both local official bodies were heard in Toronto, and the outcome in fayor of the town council who refused to levy for the gymnas- ium made news of national in- terest, Councillor Weatheral com- mented "I hope this does not drive a wedge between the School Board and Council but that it will create a closer feel, ing of co-operation between the two." Ajax Approves e Holds But, for the candidates, the county will seem like a merry- go-round during the next five weeks, SPEECHES READY The three candidates have had their nominations tucked away with their speeches for some time while waiting for Mr. Robarts to call this provincial election. The contestants: » New Democratic Party candi- date Harry Ashton, 54, of Bow- manville, has been a party supporter for several years. His small county organization will stage only a couple of large meetings, he said: "It'll be mostly door-to-door canvass- ing." Mr. Ashton, who insists on be- ing called "Harry", says his job as administrator for Pick- ering Township has put him in touch with six departments of provincial government where he has learned much about the Port Hope fs the stamping grounds of member of legislature and home town of the Liberal member at Ottawa. Sept. 30, in- formed sources say. The government's objective is to enable French - Canadians to deal in their own language: with any branch or agency of the government, and to allow French - Janguage civil servants to use French and English inter- changeably in their everyday rogram In Civil Service Many. technical details re- main to be worked out, but the outline of the bilingual program is emerging from official speeches and interviews, The main features likely will be: 1, A salary bonus for certain key officials who are bilingual and occupy positions where knowledge of both English and French is particularly import- ant, 2, Establishment of a bilingual institute of public administra- tion, where new upper - eche- lon officials with university training would be sent for brief courses in languages, Canada's two main cultures and Canadian history. 3.
