To get money in the fund would mean a half-mill or a mill increase on the tax rate, he guessed. One mill will raise about $220,000. "The day is coming when we will have to put more on the mill rate and force down our mounting debenture debt,'"' he told a Glen Stewart Ratepayers Association meeting last night. The city's debenture debt hit $20,000,000 this year. The in- terest on this debt is more than $1,000,000 a year. "We have to come up with some kind of refinancing plan," said His Worship. "J-want to see more down payments aitd less on the cuff." Mayor Gifford peated Ai assertion that Oshawa should elect its aldermen on the ward system, rather than on a city- wide basis as now. "Today, with a city of 14,000 tri six aldermen from the North- east Ward alone, good men. At a meeting Sunday night in the Mall Restaurant in the Osh- awa Shopping Centre, one mother warned that "the wom- en of the subdivision will get together to stop the traffic. "We are not going to have a child killed before we get an officer on the street," she said. WOULD CURB SPEEDS Mayor Lyman Gifford; who was invited to the meeting, was asked: '"'What are you going to do about that speedway? Cars go down there at 65-70 miles an hour." His Worship was told there are no speed limit signs any- where on Stevenson road from King street right down to the General Motors south plant. Another association member said he watched a nine-year-old boy one afternoon standing in the middle of Stevenson road "for five or six minutes," wait- ing to cross and "'not one driver would stop to lei him across." CLAIM PERMISSION A four-man deputation from the association told a recent Oshawa Police Commission meeting that the Oshawa Shop- ping Centre administration is willing to let school children cut through the centre to West- mount school on the east side. Judge Alex C, Hall, chairman of the commission, said the com- mission could not channel chil- dren across private property without written permission from the owners. The commission agreed that when such a letter is produced, crossing guard would be placed on Stevenson road, Police Chief Herbert Flintoff 'tor the letter.
