Noting that the bill would ex- empt new Canadian issues from the tax of up to 15 per cent, Dillon emphasized that Presi- dent Kennedy would nave dis- cretionary power to limit the amount of non - taxable Cana- dian issues sold in the U.S. "Tt is vital that an important reduction be achieved in the high level of recent outflows of portfolio capital to Canada," Dillon told a closed-door com- mittee hearing. Text of his re- marks was later made public "The Canadians fully under- stand that we intend to watch closely the volume of their bor- rowing in this country and that should the total appear to be Dillon Presses For Tax Bill exceeding prudent iimits, we will recommend that the presi- dent exercise his discreticnary authority to impose a limitation on the volume of their exempt borrowings, ... IS ESSENTIAL "This discretionary power to limit the size of any exemption isan essential elemeat of the exemption proposal, Without it, the proposed Canadian exemp- tion could undermine the whole purpose of the proposed tax.' Kennedy placed the bill before Congress in July and asked that the tax on U.S. purchases of foreign securities be made effective July 19. With the New York financial market unsure what Congress will do, manv lenders have been reluctan: to make loans pending the outcome of the legislation. Dillon said the propesal by itself drastically reduced the sale of foreign securities. in the U.S. in the July-September pe- riod. Even during this discussion stage in Congress, the bill is "playing a key role in reducing the outflow of capital." Blacks Rulers Premier Warns BLANTYRE, Nyasaland (Reuters) -- Premier Hastings Banda says whites and Asians are welcome to stay in Nyasa- land after the British protecto- rate gets independence next July 6 as long as they accept the fact it is a black man's country and that blacks must rule. Speaking to a crowd of 20,000 persons who welcomed his re- turn Sunday from independence talks in London, Banda said any white man "who likes (South African Premier) Verwoerd's idea that whites, just because they have a white skin and long hair, must be master--that kind of white man should pack up and go now." Banda also warned journalists not to try to build up opposi- tion to him. He added: "'By July, if cer- tain newspapers and certain news agency reporters in this country are still here, they will hear from me. I want them to know that I have an appoint- ment with them."
