@ THE OSHAWA TIMES, Tuesdey, November 5, 1963 Changes In Constitution Mark New Chapter In H&S Council During this year Home ani School members are b-ing made aware of the many @hanges that have taken place im the structure of the Ontario Federation of Home and Scio! Associations Incorporated, which was voted into effect by the voting delegates at the an- nual convention in April. This imcludes a revised constitution and a definite change in the op- eration of this movement at all bevels. Home and Schoo) Councils are the link between the individual Association and the Federation and now must assume more *se- eponsibikty in assisting them to eperate successfully. _ The basic purpose of Council Navy League Aux. Provides 'Extras' The Navy League AuxiHary was formed on November 7, 1955. Mrs. Harrison of Trenton, the provincial organizer, assist- ed with the organization. The Auxiliary was formed to help provide extra comforts for the Sea Cadet Barracks and Corps. The Auxiliary provides a Christmas dinner for the Sea Cadets Corp. "Drake" and Navy League Cadet Corps, "Hawkins"' which at times number 125 eadets. They also provide re- freshments for the annual] in- spection. The auxiliary is open to moth- ers of Sea Cadets' and Navy League Cadets, also anyone in- terested in Navy League work The officers are as follows: President, Mrs. George Luhtala, secretary, Mrs. D. O'Flynn: vice-president, Mrs. F. Kunkel; treasurer, Mrs. E. Kunkel; so- eial convener, Mrs. F. Dews- bury; Ways and Means,. Mrs. P. Tullock. is the "Development of Leader- ship' and Exchange of Ideas. This is eccomplished through leadership training courses and workshops. Council officers visit Associations in an attempt to guide and assist them in their endeavors to achieve worthwhile objectives. Councils are non- partisan, non-commercial and non-sectarian and make every effort to co-operate with school authorities, and are actively in- terested in organiaztions that are concerned with the welfare of children and youth. The district covered by Coun- cil extends from Whitby on the west io Cobourg on the east and north to meet the Lindsay Coun- cil area. There are approximate- ly 40. associations that come nder Oshawa Council guidance be which 17 .are rural Associa- tions. Since iis "inception 42 years ago Council has gone through many changes in policy. Organ- ized Originally by a group made up largely of teachers it has been under the leadership of 10 past presidents, the first being the late Mrs. R. S. McLaughlin, founder of Home and School in Oshawa, followed in order of service by the late Mrs. B. C. Colpus, Mrs. Uriah Jones, Mrs. E. A. Mounce, Mrs. J. H. Vail- leau, Mrs. Sidney Sharples, Mrs. Lioyd Courtice, Mrs. Har- old Donald, Mrs. J. T. Gaskell and Mrs. A. J. Alen. In past years council has pro- moied many projects concerned with the welfare of chi'dren. One of these being the hiring |of Adult Safety Guards for cross ings considered too dangerous for the Student Sa'ety Patrol and also the teaching of music in the Oshawa Schools. In recent years Counci) has participated in a Library Survey and conducted a study to deter- mine the "Equality of Educa- tional Opportunities in Ontario" as well as compiling a report on information about Scholar- ships and Bursaries available to local. students in both elemen- tary and secondary schools. To help keep the Hines of communications open between Council and Associations a Bul- letin is issued four times a year. A copy being sent to each president and the principal of the school. . - Council has sponsored a Baby Sitters Training Course. Lec- tures being given by profes- sional personnel to pupils of Pts 7 and 8 who register- A 10-week Family Life Study group was held during the win- ter and is currently being re- peated at the McLaughlin Col- legiate and Vocational Institute each Thursday evening from 7 to 9 p.m.a These projects, under the guidance of Mrs. R. D. H. Heard a member of the staff of MCVI and Parent Education Chairman of Ontario Federa- tion, have stimulated a greai deal of interest. In addition Leadership Train- ing Courses and Workshops both urban and rural which cover all phases of the Home and School work have been an important part of the Council program. Council is looking forward to a closer Maison with the School Boards within its district.
