REPORT FROM PARLIAMENT | Council Unsure House Method Is Criticized » By MICHAEL STARR, MP 'The method used by the gov- ernment in introducing depart- mental estimates is:not working out too satisfactorily. The estimates are being con-| sidered on Thursday and Fri- days, from seven to 10.30 in the evening. This only allows seven hours per week for this essen- tial business of the house. The house leader of the gov- ernment plans the work of par- liament and is directly respon- sible. . The fault with this procedure is that one department is intro- duced, discussion is carried on for three and a half hours and, if the discussion is not. com- pleted, that department is dropped and a new one is in- troduced on the following day. This has been. carried on this session and, as a result, only a few departmental estimates have been completely approved, out of approximately 20 depart ments. Councillor Steward reported that they had been asked to at- tend to see the exercise in op- eration and learn more about it. Instead, he said, they were immdiately given iasks to per- form for which they had not been briefed, Reeve Gould's opinion was that there was as much confu- sion as there was organization. Some members of ifie army, at least were not certain what the EMO were doing, or, even where thy were. "A bomb was dropped at Bloor. and Yonge in Toronto and the army sent in to evacuate the people. But with congestion of traffic the army came to a stop at Claremont. If the army couldn't get through, how could the EMO", he wondered. Cost to the county for main- crease to thes people was al- ways made simultaneously with the increase to old age pension- ers. One can only assume that there is a great reluctance, on the part of the government, to extend the $10 increase to this deserving group. : The members of the opposition |parties: are prodding the gov- lernment continuously on this matter, without success, All they can wrest from ministers is evasiveness. The last motion to go into supply produced an amendment condemning the government for its failure to carry out the spirit of co-operative federalism and for its neglect to consult with the provinces before . an- nouncing: or undertaking pro- grams which fall wholly or partly within provincial bicul- turalism, bilingualism, shared programs, and everything hav- ling to do with the provinces,|taining the EMO is $3500 an- was discussed. tnually, 90 per cent of which is The supply motions have been| paid by the province, Mr. Gould introduced on Mondays and\said. Reeve Norman Hogg said that Pickering Township had applied} to the County to take over their assessment and he understood that some municipalities were also giving the matter serious consideration. 'I'm fed up with what we have,' he said. Deputy - Reeve Alvin Red- shaw said he feared the Council would lose its control under the County. system. "The people wouldn't stand a chance," he said. '"'There's no reason why our present problems couldn't he straightened out." Last week, the Township As- sessor, Robert Clarke resigned and his withdrawal from office was accépted on Monday. "We're on here to say what we think and that's my opin- ion," concluded Mr. Redshaw.
