Pinball Ruled Game Of Chance By Appeal. Court TORONTO (CP)--The Ontario Court of Appeal has ruled pin- ball machines are games of chance. The ruling came Tuesday when Roland LeMire, a restau- rant owner from Kemptville, 30 miles south of Ottawa, was fined $25 for keeping a common gaming house. | He was first acquitted on the charge, but the attorney-gen- eral's department appealed the case and the earlier verdict was discarded ~ 4 R. A. Cormack, representing the department, told the court that pinball machines, in which balls roll down and register the point-score in lights, are games of chance. The court agreed. The pinball machines offer bonus games to winning play- ers.
