18 THE OSHAWA TIMES, Friday, February 28, 1964 Trade Unions In US., UK. Big Help To Canadians By CLIFF PILKEY President Oshawa and District Labor Council sj While the British trade union organization had an influence on early development in Canada, it was natural that there was also an influence from union organ- izations in the United States. Generous help was forthcomin, from unions in the Unite States to assist workers in Can- ada in establishing their neces- earily smaller units, Gradually the interests of the Canadian unionists extended be- yond their immediate group in their own place of employment. They found there were areas where they had common inter- ests. In 1871 a number of unions seeking the nine-hour, six days a week, banded together in some Ontario centres. They were confronted with highly re- strictive legislation which threa- tened the right @f employees to establish unions, This common interest brought various groups together and laid the basis for what are now known as Labor Councils in municipalities across the country. Later this spirit of co-operation extended to the es- tablishment of provincial and national bodies. The organizational pattern of the labor movement in Canada today follows. closely the pattern of government. At the national level the Canadian Labor Con- gress is the central body, re- presenting about four-fifths of the union members in Canada, The CLC issues charters to pro- vincial bodies known as Fed- erations of Labor; these Fed- erations concern themselves with matters which fall within the jurisdiction of the provinces, and which are of concern to labor, The CLC also charters the Labor Councils which are the central bodies in municipal areas. UNION OF UNIONS _ The Canadian Labor Congress is not, in itself, a union; rather it is a union of unions. There are some 106 different unions affiliated to the CLC-88 interna- tional unions, 14 national unions and four provincial unions. The CLC has also a number of local unions which are 'directly char- tered by the Congress. These CLIFFORD PILKEY one reason or another do not fit into the structure of larger un- ions affiliated to the CLC, All these various organiza- tions have united in the Cana- dian Labor Congress as a means of co-operating in matters in which they have a mutual in- terest. The unions, Councils broad, The Federations of Labor in the provincial field are contin- ually active, seeking improve- ments in such legislations as workmen's compensation, mini- mum wages and safety regula- tions, Labor Councils provide a means for unions to co-operate in various projects directed to- ward the betterment of their community, Thus, while collective bar- gaining remains the basic func- tion of the trade union move- ment, its interests have now gone considerably beyond these confines. Time has shown that much that workers seek through their organizations cannot be obtained solely across a_bar- gaining table. interests of modern Federations, Labor and affiliates are tion. Traditionally, labor unions have been in the forefront of; the stunggle to get better so- cial legislation. Pensions, health insurance, family allowances and educational tunities are all matters w! labor has advocated for years past. The need for continuing efforts to- ward improvement are well 1l- lustrated by developments in the field of education. In bygone days labor was in the forefront of efforts to introduce compul- sory education for children in primary schools. Now, with the greater need for educational re- sources, the CLC presses for ex- tension of higher learning facili- ties so that no student with the ability will be deprived of high- er educaton because of lack of finances, Labor is deeply concerned with maintaining the democratic system, and it considers that the right of workers to form their organizations and bargain collectively is an essen-| tial feature of democracy. Just as labor is concerned with pre-| serving its rights, so it is also concerned with preserving the rights of others. Time and again labor has taken the lead in fighting discrimination in any form. GREAT STRIDES Great strides have been made through the efforts of working people co-operating in their unions. Working conditions and living conditions have improved tremendously. Thése improve- ments have by no means been restricted to union members, They are shared by millions of other men and women who en- joy standards that are based on the terms of union agree- ments, This does not mean that the ultimate has been reached. As mankind's knowledge and abil- ity expands, there are increas-| ed opportunities for a better life for everyone, Organized labor| is dedicated to the sharing of these new opportunities among all people. The changes we are now experiencing bring with them new complexities and problems such as the impact of LOVELY INTEREST Labor has, for example, a are usually groups which for automation on employment. A-P Stores Serve Well Families in Oshawa and dis- trict are finding shopping trips less tedious as new supermar- kets are erected in convenient areas of the city. One of the many A and P Stores built across Canada during 1963 is the store located near Kennedy av- enue on Ritson road south, in Oshawa. Set well back from the street, with plenty of parking space, this store was. officially open- ed Tuesday, April 23, 1963, by His Worship Mayor Lyman Gif- ford and Barbara Pollock, a well-known local radio personal- ity. A crowd of area shoppers were at hand to watch the ribbon-cutting ceremony, The Ritson road supermarket has all modern conveniences jn- cluding air-conditioning and wider aisles, eliminating the bottlenecks which can make shopping an exhausting exper- ience. Specialty foods are fea- tured in addition to the regu-| lar stock of meats, bakery and| grocery goods, Health and beauty aids and many house- hold supplies are also stocked. Before coming to the Ritson road store, the manager, Mr, D. Richmond, was manager of the A and P Store on Simcoe street. | The size and importance of| the A and F chain in Canada| today comes from very hum-| ble beginnings. The story of the Great Atlantic and Pacific Tea Company dates back to .859 when George H. Hartford, a young man of 26, came to New York City with a new idea of Selling tea. : This idea was eventually to transform the' image of produce distribution by eliminating the middle men, and thus lowering prices quite considerably. Mr. Hartford brought tea by the clip. per shipload and sold directly to the customer in a volume large enough to enable him to pay his overhead and still glean profit from the smallest mark up.
