The town's building inspector in his report for the month of May, placed the total cost of construction at $73,110 com- pared to $136,505 for the pre- vious month. There were 10 building per- mits issued and $201.25 received for them. One hundred and forty building inspections and nine trench inspections were made. Ten plumbing permits were issued and $177 received. Thirty-seven inquiries and 26 in- vestigations were made. H. B. Dean told the Ontario Urban and Rural Trustees As- sociation Tuesday that the point where a school's protective en- vironment would cause more harm than good to students had not been determined. But sooner or later a decision would have to be made. Education, he noted, is ob- tained by the individual's activ- on not merely by.exposure to it. When slow learners who have reached age 18 still have not advanced beyond Grade 9 "are we really acting in their best interest by keeping them in school?" he asked. The association set aside for further committee consideration a resolution that would have barred teachers from sitting on school boards. TEACHER TOOK PART The resolution was presented by Gerald Wishart, a Bay of Quinte trustee, who said a school teacher took part in sal- ary strategy meetings of the Ontario Trustees' Council ldst year. He called for a teacher ban to prevent what he termed a possible conflict of interest in collective bargaining with teach- ers on boards. Rev. A. M. Laverty of King- ston, association president, and several other trustees said the experience of a teacher is often an asset on school boards in municipalities adjacent to those in which they work. Present regulations forbid a teacher from being a trustee on the board that employs him. At a panel discussion, Dr, Harold Pullen, Ottawa second- ary school superintendent, said efforts by the department of ed- ucation have failed to bridge the gap between elementary and secondary schools. Harold Jakes, adjustment counsellor for the Hamilton Board of Education, said his board is attempting a program under which qualified teachers from public schools are sent to teach in secondary schools for two years.
