Vincent Massey, former Gover- nor-General of Canada, said today. there is a line beyond which denial of the Common- wealth's fundamental prin- ciples by. member governments cannot be tolerated. URGES STUDY CENTRE Mr, Massey proposed that the buildings being constructed for the Montreal 1967. world's fair' might be used afterwards as a Commonwealth study centre. He told sdme 200 delegates assembled in the House of Com- mons that a pragmatic route must be taken to the realia- tion of the Commonwealth's higher ideals. "We cannot all have the same constitutional mechanisms. But equally, we must not expect too much of the Commonwealth's now respectably estab lished tradition of limitless elasticity. "Though all nations must work out their own salvation, there are certain values--civil rights as much as racial equal- ity--that we must preserve at all costs. Mr. Massey said that up to a point it may be claimed that cartations on the democratic|W' theme to suit local conditions are permissible. It could even be argued that, as regards pat- ently deplorable manifestations the wisest course was to main- tain contact'so as to exercise restraining influence and en- courage democratic forces.' SEES LIMIT "But certainly, there is a line beyond which we cannot go in tolerating the membership of governments which deny the fundamental principles which have distinguished the Com- monwealth.. "These are values of individ- ual liberty and human respect, and how fully we are com- mitted to them is, I think, exemplified by the recent dec- laration of racial equality made at the prime ministers' meet- ing in London."
