A seven - digit identification code such as 123-4567 'will ap- pear on "personalized" individ- ual income tax forms being mailed directly to taxpayers in January by the revenue depart- ment. This is separate from the nine- digit sociai insurance number cards nov required by all work- ers contributing to unemploy- ment insurance, and obtained voluntarily by others. The latter number would be mandatory. for everyone contrib- uting to the proposed Canada Pension Plan when it starts in 1966. The revenue department will collect those contributions, as well as taxes. Thus it will have two numbers for almost every income-earner. Direct mailing of income tax forms was announced Wednes- day by Revenue Minister E. J. Benson. Until now the forms have been supplied by employ- ers and made available at post offices. RECEIVE IN MAIL Over a two-week period start- ing Jan. 11 an estimated 6,500,- 000 individual income tax pay- ers will receive in the mail an envelope marked "this is your --"! 1964 income tax orm."" One major problem is that an estimated one in every five Canadians' changes his address during the year. If the form doesn't reach him, he also will have to pick up blank forms at the post office. The same will be true for those required to file. their first tax return. Last spring for the first time, all individual tax returns were fed into the high-speed comput- ers in Ottawa The year prev- ious all returns except those| from Quebec were handled in this way. The department now has the last two years' tax records of every individual taxpayer in- scribed on magnetic tape. This meant assigning to each tax- payer a number that the com- puter could "read."'
