The Ontario federation en- dorsed the principle of equal treatment for separate schools with fair distribution of school taxes. It called on the Ontario government and local authori- ties to institute secondary edu- cation, particularly in technical training, that would respond to the needs of French-speaking people. At the federal level, the reso- lution said, all deputy ministers in the government should be bi- lingual. All documents should be printed in both languages and the federal government should start courses for civil servants who want to learn French or English. Paul-Emile Cardinal Leger, Archbishop of Montreal who re- turned Sunday from council meetings, said the decision of the council presidency to bar an immediate vote on the relig- ious liberty declaration was only a setback and he hoped the vote would be taken within a year. Earlier, James Cardinal Mc- Guigan, Archbishop of Toronto, and Joseph Cardinal Ritter, Archbishop of Chicago, 'made similar statements, Last Friday, at the Vatican, more than 1,000 bishops pro- tested the block on the prelim- inary vote, but the protest floun- dered when Pope Paul did not intervene. (AP) The American section of Niag- ara Falls has been divided into three separate cataracts by a change in river flow near the brink. The American falls had been two cataracts from the begin- ning of recorded history. Now a new, rocky island has appeared and made another split that may become perman- ent. The island is not accessible to tourists. The shift in the flow has oc- eurred north of Luna_Island and the separate waterfall.is about twice the width of the Luna or Bridal Veil falls. CATHARINES (CP)--Two armed men handcuffed and blindfolded an elderly night watchman and escaped early Sunday with an undetermined sum of money after forcing their way into a hotel safe. CRITICISM OF OTTAWA (CP) -- Prime Minister Pearson said Sunday night he thinks the words to the English version of O Can- ada "could be improved and would add to the impressive- ness of the anthem."
