This strain has been caused by too few trained sailors to fill the necessary jobs and con- sequent long periods at sea for those available. More money and better hous- ing are seen as at least a par- tial solution for the growing shortage of trained men in the navy. More money might come in the form of cash allowances for sea time and bonuses for signing for additional five-year hitches in the navy. The army and RCAF also have their troubles training and keeping technicians but not to the same extent as the navy. In its October report to the Commons, the defence commit- tee described naval housing at Halifax as "grossly inade- quate."" ' The navy was granted a man- power increase in late 1961. But early this year 14 older war- ships were mothballed and the navy's manpower strength was cut by 1,020 to 20,700. The navy next month will in- troduce a long-planned system for more efficient rotation of personnel. This will enable the sailor to know when and for how long he will be afloat or ashore during his five-year en- gagement.
