NEW COMMUNIST CLIMATE THE OSHAWA TIMES, Mondey, December 28, 1964 9 Mushroom Cloud, Coup After Cold War Look By WILLIAM L. RYAN AP Special Correspondent A mushroom cloud over China and a coup in Moscow gave a new look in 1964 to the cold war. The two events which helped to produce the new climate were the Chinese Communist explosion of an atom bomb and the Soviet upheaval which sent Nikita §, Khrushchey into obli- vion. In Communist countries, the result of the events was to add confusion to disarray. Among European Communists dread over what the Soviet leadership change, might mean was eased toward the end of the year as the Kremlin indicated it would hew to the line of internal éco- nomic development. Among im- patient Communists in Asia and Africa, there was a quickening broadened trade relations over a long period with the entire West. Its 1965 budget emphasis on building the Soviet internal economy seems to indicate will- ingness to seek some sort of re- laxation of tensions. . But Moscow's contest with Peking for leadership of world communism could impel the Kremlin to assert itself strongly in tinderbox areas. This may al- ready be happening in South- east Asia and Africa, Chinese efforts to shut the Russians out of such enterprises as Viet Nam and The Congo rebellion could spur the Kremlin to prove it- self the genuine champion of revolution, and this could bring perilous showdowns. Still, the new regime exhib- ited caution, One reason for Khrushchev's fall was his ten- dency to get in over his head, as witness his Cuban missile of pulse, a surge of new confi- dence produced by China's in- trusion into the nuclear club, Elsewhere, there has been re-| venture and his indiscriminate threats at the drop of a crisis. Should the Kremlin feel con- In South Viet Nam, where the U.S. has comm.tted 22,000 Americans and a flood of dol- lars to holding off a Communist take-over, there are signs that the Communist Viet Cong al- ready sniffs victory. Attacks became bolder and stronger to- ward the year's end. The least North Viet Nam and China seem to hope for is to force the South Viet Nam ques- tion to a conference table and some form of neutralization. This would be regarded by many as an initial step toward domination of the mainland by Peking. a potentially 5, rse situation could develop to the south, in the dispute between Indonesia and Malaysia. Late in the year, however, Indian confidence in Moscow's contin- ued support seemed to be re- flected in India's posture. Japan, too, had reason to worry. A changed Soviet policy could mean new pressures on Japan, already concerned about the emergence of a new nuciear power next door. But Japan, too, providd a point of conflict in Soviet and Chinese policy. South Korea quickly felt the effects of the two events. There was a stepped-up Communist campaign against the presence of U.S. forces in South Korea and new calls for democratic reunification of Korea, Under either Soviet or Chinese auspi- ces, such a campaign sounds ominous. RUSSIA IS INDIGNANT The. Chinese long have at-: tempted to convince the non- white world it should rally be- hind China, a campaign which aroused indignation and fore- boding inside the Soviet Union. The Chinese hand is manifest in events in The Congo, in arm- ing and encouraging revolution against the Leopoldville gov- ernment. Now a contest has de-| veloptd between Russians and/ Chinese in The Congo. The) Kremlin seems trying to prove} it is indeed a genuine supporter of revolution. | Africans have not tended to trust Russians any more than they would trust other white) men.
