Low Costs, More Business Are New Dairy Policy Aims REGINA (CP) -- A federal dairy policy designed to main- tain high consumption and keep costs down is in the works, Ag- riculture Minister Harry Hays told the annual meeting of the cage Farmers of Canada Tues- jay.
