Don has granted permission by the Follies to appear here. It would be nice to see a sell- out crowd on hand if for no other reason than to express the public's gratitude for his unique performances in world competition which have brought so much favor- able publicity to this City . +» The emphasis these days in politics is more and more ' on youth. ' IS STARR CONTENDER FOR PARTY LEADERSHIP? In the rough and tumultuous world of Federal politics-- where the casualty toll is -high and the average life span short -- few MPs have fared better than Oshawa's Michael Starr, the first Canadian of Ukrainian descent to ever hold a cabinet post. The amiable, 55-year-old Starr (a man of humble origin and background who still lives in the house he built with his own hands in the 1930's) won his first Federal victory, a by- election, in 1952. He has yet to taste defeat on the political homefront, even if his victory margin in 1964 over Liberal Norman Cafik shrunk drastically to little more than 1,300. Starr has found lush pickings throughout the years out and around the hustings of Ontario Federal Riding, but this did not represent the full extent of his political triumphs; of equal importance were his victories on the Ottawa scene, es- pecially his gradual ascent to a position of prominence in the Tory hierarchy, John Diefenbaker's exclusive inner-court cir- cle, to be precise. : If any PC rates higher than "'Mike" Starr in the personal esteem of the controversial lawyer from Prince Albert, it has been a closely-guarded secret. Mr. Starr, a man of staunch joyalty in such matters, has reciprocated with an open and blatant display of allegiance to the controversial Mr. Diefen- baker, sometimes at a loss in prestige with loyal followers who help form the nucleus of his powerful riding machine. All of this preamble is by way of noting a significant fact. Mr. Starr's name is being prominently mentioned once again for a position of importance within the party now that Quebec's Leon Balcer is no longer one of Mr. D's high court favorites ('Rising Starr a Possibility For Leadership" head- lined the Globe and Mail last week over a by-lined story from Stanley Westfall, one of its Ottawa correspondents), What prompted this outcry? When Diefenbaker was ab- pent from the Commons recently, Starr led the daily opposition attack: on the government, an important assignment usually given senior front benchers in the ab: of the leaders, Such honors do not automatically mean that Mr, Starr, the former Oshawa mayor, who once had difficulty getting elected as alderman, has been selected to succeed the stormy Mr, Diefenbaker if and when retirement comes; but it does mean that his name is prominently up among the list of top possible successors, such as E. Davie Fulton from B.C.; George Hees from Toronto and the Provincial trio, John P. Robarts, Duff Roblin and Robert Stanfield. In a fast-changing Ottawa scene where almost anything ean happen any day, Mr. Starr is a man to be reckoned with; by the same token, he has pretty well put all of his eggs in the one political basket by aligning himself so openly and con- stantly with the pro-Diefenbaker crowd. If Mr. Diefenbaker should win out and return to power, the Ontario Federal Rid- ing MP would be in an enviable position. If Mr. D should re- tire or be disposed of, Mr. Starr's political future as a front- bencher would be more questionable. There are other factors to consider in any frank appraisal of Mr. Starr's political future, ones closer to home. For instance, if Oshawa City was made a separate Federal riding before the next election, and Mr. Starr decided to con- test it, he would undoubtedly face one of the bitterest contests of his career; loss of the non-Oshawa areas could represent a severe menace to his chances of re-election. He picked up much of his strength out and around the hustings in recent years. There is also the chance that he would move his resi- dence to qualify as a candidate after re-distribution in one of the newly-constituted adjoining ridings.
