Dr. John Davies Should Aid In Development 'Golden Horseshoe' - Mowat WHITBY (Staff) has a bright future and should play a major role in the de- velopment of the Golden Horse- shoe, Mayor Warren Mowat informed the Whitby Rotarians Tuesday. His Worship was guest speaker. The mayor explained the basic workings and composi- tions of the Municipal structure, referring particularly to Whitby. He named the various committees and municipal groups working within the com- munity, Specific praise was directed at the town's munici- pal employees, the town clerk and engineer in particular. Words of tribute were also id to the entire staff includ- ing the police and fire depart- ments. Suggesting the town's busi-. ness is big business, Mayor Mowat referred to the com- munity's $22,000,000 assessment plus, this year. "This is big business in any- one's language," he stated. The mayor further stated, in keep- ing with the 'big business', each Whitby One family can live in a' fancy district and pay more taxes than someone else living in an older section of the com- munity, he stated. "In the first case the family may not have as much income as the second jyet the latter could be very rich," he said. This doesn't seem the wisest way to handle the matter, the minister pointed out. Answering for Mayor Mowat was "Bobbie" Attersley, a member of the Whitby Town council and chairman of finance. Councillor Attersley explained that in this Demo- cratic country taxes are based on a man's real property and not on what he earns. The councillor agreed Rev. Van- harmelen had a good sugges- tion but stated it was not feas- ible in Canada although it might be practised in Euro- pean countries. Questioned on whether the council is attempting to curb residential growth, Mayor Mowat introduced his personal councillor is constantly striving towards the best for the town. "Councillors feel it is their own money they are spending," the mayor said, "and are most careful how it is spent." SEEN AS KEY Turning to the question of town planning, His Worship said future developments will conform entirely with the town's Master Plan. He cited the Canadian Bank of Com- merce as a good example. "The Bank of Commerce is the 'key' towards future develop- ment of the town's business section in proximity to the four corners," he said. "When the bank was constructed it was built along the specifications laid down by the Master Plan thoughts. "I do not want you to misinterpret my suggestion but, I feel residential expansion is necessary; it should not be strangled.
