H. Pal- mer, deputy minister of munici- pal affairs, today asked the Association of Ontario Counties to meet the provincial govern- ment to work out a fairer sys- tem of representation of county councils. Mr. Palmer, speaking to the mid-term meeting of the asso- ciation, told the meeting that fundamental Feforms are needed in local governments.
