Dr. ~ Munro, who entered the ministry in 1931, was elect- ed at the 91st general as- sembly of the church in To- ronto. --CP Photo U.K. Starts To Charge Early-Bird WASHINGTON (AP) -- The British have started charging $6,700 an hour for the use of their ground relay stations in- volved in experimental use of the U.S. Early Bird satellite, and American television ' net- works are protesting. The satellite, which hovers 22,300 miles over the Atlantic between Brazil and Africa, has been offered free of charge on Monday for the last five weeks by the Communications Satellite Corp. (Comsat) of the United States, Full commercial operation of the satellite is sche duled for June 28 unless the fed- eral Communications Commis- sion changes proposed tariffs in the meantime. A CBS spokes- man said the proposed Comsat fee schedule was $3,350 an hour during non-peak periods and about $1,000 more during peak hours. Officials here said the British post office system, which oper- ates the country's communica- tions facilities, imposed the $6,700 an hour service fee Mon- day for use of ground relay sta- tions in Britain. The British contended that after five weeks of free experimental use of their equipment it was time for the service charge. NBC PAYS NBC used one hour of satel- lite relay time Monday for a television program in which six European college students questioned Vice-President Hu- bert H. Humphrey. NBC paid the $6,700 fee but: cancelled plans to make any further use of the satellite Monday. In New York, a CBS spokes- man said CBS also pr d and cancelled Monday's planned news broadcasts from Europe. The spokesman said the net- work would carry Early Bird news items in the future only if the story was important enough to ~-arrant the expense.
