Toronto Faces 29,000 Strike _ TORONTO (CP)--The hoist- ing engineers section of the International Union of Operat- ing Engineers (AFL-CIO) has notified Toronto structural steel contractors and crane renters that it plans to go on strike this afternoon. A strike by the hoisting en- gineers would stop all steel construction in the Metropol- itan Toronto area. It is expected that nearly all of Toronto's 25,000 construction workers in the commercial and industrial areas of the industry will either be on strike or face layoffs by the end of next week.
