The commission, headed by West Germany's Walter Hall- stein, bein try to er 'n compro: proposal to put to the member countries, Belgium, West Germany, France, Italy, The Netherlands and Luxem- France withdrew its ambas- eador from the market head-| quarters here Tuesday, thus ef- fectively paralyzing its develop- ment. A meeting of the perma- nent representatives (ambassa- dors) of the six countries sched- wled for today was expected to be cancelled, now that France would not attend. The immediate cause of the ¢risis was the failure of the countries to agree by last Thursday on new arrangements for financing the joint Buro- pean market in farm products. France, the largest agricul- tural producer of the six, at- tached great importance to bringing farm as well as indus- trial goods inside the Common Market. But Brussels observers think the real cause of the crisis was a basic disagreement oyer what form the Common Market and European integration should take in the future. The executive commis- sion, backed by all five other partners, linked the new pro- posals on farm financing with plans for a joint budget and more powers for Common Mar- ket organs. This would have meant the community was de- veloping toward a form of su- pranational European govern- ment. French President de Gaulle strongly opposes this type of European integration.
