FAY WASHINGTON (AP) -- The U.S. pattern of bombing in Communist North Viet Nam has moved up the scale to include electric power plants and dams. Whether this, pointed up in tiew strikes against such a tar- get during the weekend, means escalation of the war appears to depend on semantics. Is a complex which includes power plants, dams and locks a military target or is it a seg- ment of the civilian economy which also is militarily useful to an my? Physician-Surgeon College Denies Change In Licensing TORONTO (CP)--Dr. J. C, C. Dawson, zegistrar of the On- tario College of Physicians and Surgeons, has denied published reports that suggested the col- lege has changed its licensing regulations. It had been reported that more than 150 Ontario doctors trained in foreign countries will be allowed by the college to write examinations to qualify them to practise. The reports said that 60 other doctors, ostly graduates of medical schools in India and Pakistan, would not be allowed to write! the exams. Dr. Suresh Anand; chief res- ident in medicine at the New Mount Sinai Hospital, said the reports were based on the lat- est issue of the college's semi- annual report, But Dr. Dawson said Tues- day that while it is true the latest issue of the college's re- port made specific reference to India and Pakistan, an earlier issue listed other countries whose medical colleges were not acceptable to the Ontario licensing body, The latest re- port had simply added India and Pakistan without repeating the other countries in the list,| Dr. Dawson denied Dr. An- and's implication that the ex- clusion of Indian- and Pakis- tani-trained doctors from full registration arose from Dr. An- and's criticism of the college, saying that the decision was made before the criticism, ASSESS SCHOOLS Dr. Dawson added that there has been a progressive assess- ment of foreign medical schools by a college committee for some time, Medical schools in 18 European countries were found acreptable by the col- lege, he said. He said that when India gained its independence from Britain in 1947 ,33 Indian med- ical schools had the approval of British authorities. Since that time 65 to 70 new schools have been developed, not all ap- proved by British authorities. Dr. Dawson quoted a noted British authority as having said that many of the new schools were staffed by inexperienced teachers and offered inadequate courses in basic sciences. In February, 1964, the college wrote to the deans of 34 ap- proved Indian schools for in- formation on Indian medical schools and received replies from six, Dr. Dawson sald.
