ORDA NT Te . 14__THE OSHAWA hae Thursday, September Z, 7 ' ' PQ's Unrest: From Lack Of Repartee LENNOXVILLE, Que. (CP)-- Lack of communicstions be- tween French- and English- speaking Canada is responsible more than anything else for the current unrest in Quebec, Mr. Hees, addressing the an- nual congress of the Canadian|} Union i -- at Bishop's said most of " ene leaders, un- able vy ak French, "have had to rely on Neutenants for their advice on Quebec prob- lems and this advice was not always soundly based." "The rare appearances of our federal leaders in Quebec, ex- cept at election time, and their inability to communicate di- rectly with the le, has left the definite impression that they were not interested in Que- bec's problems." Mr. Hees was convinced, however, that Quebec would not separate from the rest of Canada, He said Quebecers realized that "economically and every other way Quebec needs the rest of Canada and the rest of Canada needs Quebec." Canada Parole System Lauded MONTREAL (CP) -- Can- ada's parole system was the ob- ject of praise Wednesday from Britain's Viscount Amory, who heads the United Kingdom's current royal commission on the penal system. Lord Amory, attending the criminology congress being held in Montreal this week, said in an interview he personally favors Canada's parole system. "The very figures speak for themselves. The fact. that only 10 per cent of your parolees have violated conditions seems to us to indicate an extremely worthwhile achievement." Lord Amory said Britain has a fixed. remission and an in- determinate sentence system for young. offenders but "we feel there would be a definite advantage in having a positive pafole system to eliminate that proportion of prisoners who would be better off outside-- both for the benefit of their own rehabilitation and reformation and in the public interest." He said he realized risk was involved in the parole system but this, rather than invalidat- ing the principle, emphasised that great care should be taken in the selection process, in OUTDOOR LANTERN Can't rust or corrode!
