By PETER BUCKLEY LONDON (CP) -- Speculation about an informal coalition be- tween Harold Wilson's Labor government and the small Lib- eral membership in the House of Commons was revived today after the precarious. political balance in Britain was given a new joit. Sir Harry Hylton-Foster, a former Conservative who had been the non-voting Speaker in the Commons for six years, coi- lapsed and died in a London street Thursday. Wilson must find a replace- ment from the parliamentary ranks, either from his own side or the Opposition's. And there's the rub. Conservative circles said Thursday night that Tory leader Edward Heath is likely to balk at any suggestion that the va- cancy be filled, either directly or indirectly, by a Conservative. Most of the small Liberal group lack the necessary ex- perience. And to appoint a Labor mem- ber to fill the gap probably would leave Wilson with a inma- jority of one in the 630-seat, House. | Sir, Harry's death leaves two) vacancies in the House. Labor now holds 315 seats, the Con- servatives 303 and the Liberals INVOLVES THREE JOBS There are three jobs involved in the current problem. Politi- cal observers are forecasting that Deputy Speaker Dr. Horace King, a Labor MP, will be named Speaker and his post taken by Sir Samuel Storey, a Conservative who has-been dep- uty chairman of the House's ways and means committee. Holders of the three jobs, by} sions unless there is a tie. The position of deputy chair- man of ways and means is the one generally regarded as at stake now. A byelection is' scheduled for this fall to fill a vacancy caused last*week by the death of Labor member Norman Dodds and Labor is expected to win the seat. | If a Conservative, were to win Sir Harry's seat in a byelection, as expected, that would leave Wilson's over-all majority at two. If he is forced to appoint} a Labor member to fill the va- cancy caused by Sir Harry's accepting a Tory appointment to the vacancy. The Conservative Daily Mail also suggests a general elec- tion. From every side comes spec- ulation-about the effects of Wil- son "playing along" with the Liberals, inducing Jo Grimond's supporters to side with Labor-- or at least abstain in crucial votes--by putting aside such fa- vored Labor programs as the nationalization of the steel in- dustry, which the Liberals op- pose.. The pro.- Liberal Guardian} comments, however, that the possibility of Liberal help "seems remote, though the party does not seem averse to providing it.' Wilson is expected to meet with Heath and Grimond within a week to discuss the situation.
