B. E. Willoughby, of Toronto told the 22nd annual association convention: "Unless there is a sharp slow- down in demands, average pay scales for unionized industrial and construction workers could go to $10,000 a year in five years." Strikes have hit the Canadian economy with unabated force this year, he said.
