Could it happen again? A preliminary report on flood- damage reduction says there are about 200 communities with a population of 1,000 or more that face a potential flood haz- ard. And chances are that future floods will cause greater dam- age than in the past. The reason, says Prof, Ian |Burton of the University of Tor-| onto, is that rapid growth of ur- ban areas has forced develop-| ment of flood plains which re- ceive the greatest effect of high water levels. These plains used to be left vacant. Now they often provide ithe only velopment within the urban rea. Another problem, he says, is available land for de-!
