It's another way of. saying that effluent--sewage of vari- ous kinds -- is beginning to kick back seriously at some of the community of more than 15,000,000 Americans and Canadians clustered around the lower lakes. Nature is taking care of a low-water problem of several - years' standing, only to have it re- placed by an emerging crisis of man-made pollution. It comes about because for a century and more man has used the vast bowl of the Great Lakes as a handy flush tank. Now the inexhaustible freshness--as it was thought to be--of the world's greatest reservoir of fresh water. is running down. Lake Erie is described--de- pending on who's talking--as "sick" or '"'dying" or merely in a crisis. Pollution is strik- ing. at patches of Lake On- tario. Parts of Lake Michi- gan, according to some au- thorities, are deteriorating to a "point of no return." Governments are becoming alarmed. The _ International Joint Commission, the Can- ada - United States agency dealing with boundary waters, | has interrupted a long-range | study. to issue an urgent in- terim report calling for | prompt, drastic and expensive | action. The U.S. is talking of spending $30,000,000,000 event- | ually to clean up its fouled waters generally, with the Great Lakes a major part of | its concern. The Canadian | and Ontario governments are getting together on plans. While the problem has sur- faced. only fairly recently, it has been sneaking up for dec- ades as a multiplying popu- | lation dumped more and more refuse into the lakes. It has come to the point where, in some sections, a self - feeding | chain reaction among waste matter and water organisms has drained off much of the | life - sustaining oxygen. "Lake Erie is sick, not nec- essarily dying, but sick,"' says C. W. Northington, who heads the U.S. government's reha- bilitation project for that lake.
