It was followed up by the Johnson administration which Tuesday invited Burma, Japan or other Asian countries to take what initiative they see fit to help arrange a Viet Nam peace conference. The state depart- ment heartily endorsed Mans- field's proposal. But. . . The chance that North Viet Nam or China would act on Mansfield's idea doesn't look any more likely now, of course, than it did earlier this year when President Johnson stopped the bombing of North Viet Nam In an attempt to get peace talks going. In fact, there is probably less reason to think China and North pA BX want neaanrae now than then, and not only be- cause of the turmoil inside South Viet Nam. LOT OF DOUBLE TALK For, while State Secretary Dean Rusk and Arthur Gold- berg, U.S. ambassador to the United Nations, were both en- dorsing Mansfield's suggestion, both were laying down tough conditions for dealing with China or letting her into the United Nations. Daring the weekend, Rusk's testimony given in closed ses- sion before a congressional com- mittee was released, and indi- cated he didn't expect China to abandon its policy for a gener- ation and that United States would try to stop Peking's sup- port of "wars of liberation" whenever it was attempted. And Tuesday Goldberg listed four minimum conditions, for permitting China to get into the United Nations, while saying the United States would oppose membership for her this year as in all previous years. The Goldberg conditions would mean China, in effect, would have to abandon her present positions -- and that's not likely any time soon. Goldberg's conditions were: China would have to give up her demand that Nationalist China must be thrown out of the United Nations; she must give up her demand for UN apology for helping South Ko- rea in the Korean war; she must give up her demand fer revision of the UN charter; she must agree to abide by the UN charter requiring peaceful set- tlement of disputes. With Rusk and Goldberg sounding off on China like that --just at the moment the John- son administration is wistfully embracing the Mansfield sug- gestion which wistfully talked of a peace conference with China--seems to stretch the im- aBination just a little too much.
