RISING ACCIDENT TOLL Council Stresses Need - For Accident Details By BOB MacKENZIE OTTAWA (CP) -- Last year 4270 nereons died in motor ve- hicle accidents in Canada. This year the toll will be even higher. But statistics can be mislead- ing. They are too narrow in scope or are based on differ- ent factors in different areas. A National Research Council study group on motor vehicle accidents stresses the need for research to provide complete and precise detail on Canada's traffic accidents and fatalities. 'In its first series of reports the study group shows the effect of different stories being told by the same set of statistics used in different ways. For instance, 4,655 persons died in motor vehicle accidents in 1964. Quebec led the prov- inces with 1,581 deaths and Ontario was second with 1,424. The total represented 24.1 deaths per 100,000 population. But was the Quebec record as bad as the total figure showed? Quebec's toll worked out to 28.4 persons per 100,000, well above the national average but still only third among the prov- inces. Prince Edward Island had a death: rate of 31.8 while New Brunswick was close behind at 29:3. Nova Scotia was fourth on the list at 24.6, followed by Al- berta at 24.5, Saskatchewan at 24.3, British Columbia at 22.6, ind at 21.6 and Manitoba at 20.0. MILEAGE MAKES CHANGE Using the rate per population basis, Canada's 24.1 death rate was below that of the U.S., 24.9. But this doesn't take into account the amount of driving done in each province. This re- quires a new set of figures. And the new figures, giving the number of deaths per 100,- 000,000 miles driven, shows some significant changes. On the national level, Can- ada's rate of 8.7 deaths is far above the U.S. figure of 5.7. COMPASSES DANGEROUS WASHINGTON (AP) -- The U.S. Army plans to destroy 70,- 000 wrist compasses worth nearly $250,000 because their luminous dials give off a radio- active gas dangerous in accu- mulated quantities. Some 30,000 of the compasses have been dis- tributed since 1958, and 40,000 more are stored in army depots around the U.S. No injuries have been recorded. PAPER BOMBED NEW YORK (AP)--A crude exploded Sunday at the of the Communist news- r, The Worker, wrecking a sement room and shattering windows, including a number of| stained-glass ones in a church across the street, There were no injuries. In the provinces, New Bruns- wick. takes the unenviable top nosition with 15.4 deaths per 100,000,000 miles. Quebec and Prince Edward Island tie for second at 11.7, followed by Nova Scotia at 11.6 and Newfoundland at 11.0. Then comes a sharp reduction to 7.7 for Alberta and British Columbia, 7.3 in Saskatchewan, 7.2 in Manitoba and 6.8 in On- tario. . The northern states of the U.S. have much superior safety records. Connecticut has a low 2.6 death rate on the mileage basis, and Maine, which borders on both Quebec and New Bruns- wick, has a 4.2 rate, Heavily- populated New York has only 5.1 deaths per 100,000,000 miles. PATTERN ALTERS These rates, however, are based on 1964 deaths. There have been changes in the pat- tern since then. Ontario took over leadership in traffic fatalities for Canada in 1965, rising to 1,611 from 1,424. In th same period, Que-/ bec was the only province to) show a reduction in deaths,| down to 1,541 from 1,581, despite} |inéreases in population, num-| bers of cars and numbers of) miles driven. | It's too early yet to see Get trend for 1966, Three big holi- days--Labor Day, Thanksgiving and Christmas--still remain and they could have a serious effect. When are fatal accidents most likely to occur? There are no figures in Canada to answer this question, but U.S. studies show 2:30 a.m. is the most dan-} gerous hour to be on the road. | The U.S. national rate shows | 52 deaths per 100,000,000 miles | driven for this period, com-| pared to only one at 2 p.m. | Alcohol is the big factor.
