The board of directors of the association concluded a four- day meeting here by appealing to the three governments to re- move from their statute books laws which, the board says, threaten free and unfettered publication. | The board approved an amended resolutions unging the IAPA "'to continue to protest against laws in Canada and other countries" which it de- clared to be "contrary to the traditions of a free press and which tend to undermine hem- ispheric understanding of what is truly meant by freedom of committee, cited Canada alone and urged a strong protest against Canadian legislation re- stricting advertising and tax exemptions to Canadian-owned publications. The Canadian Daily Newspa- per Publishers Association has invited the IAPA to a meeting in Canada May 4 to discuss the legislation. The committee said the IAPA should select its "strongest possible delegation" to set forth its views. NEW DELHI (AP) -- Three weeks after her election as India's prime minister, Indira Gandhi's position is threatened by defections from her Congress party. Congress party members have bolted in two Indian states, leaving the party with legisla- tive majorities in only seven of 16 states. Some fear that the defections will reach the na- tional level and reduce or wipe out the party's 20-seat majority in Parliament.
