Immediate reaction to his timetable left no doubt of the surprise of foundation officials. Many observers had predicted that serious consideration of the report's recommendations would be left over until next year. NO TIME TO STUDY Carter Report Timetable Takes Experts By Surprise several speakers during the three-day conference. Mr. Sharp, who emphasized he was steering clear of any in- dication of what his thinking may be on the merits of the report, suggested briefs to the government on the report should concentrate on 12 major points, all dealing with income taxa- tion. Sections of the report deal- ing with sales taxes were simpler and less advance work would be needed on them. Sharp Drop In GM Sales NEW YORK (AP)--General Motors Corp. reported Wednes- day that its first-quarter earn- ings fell to $390,000,000, equal to $1.85 a share, from $594,000,- 000--or $2.07 a share--a year earlier. Sales in the first three months of this year slumped to $4,900,- 000,000 from $5,700,000,000 in the 1966 first quarter. The decline in profits accom- panied a sharp falloff in auto sales in the first quarter. But sales have been making a comeback in April. GM reported dividends paid in the first quarter amounted to 85 cents a share on common stock, unchanged from a year earlier, | Reported For First Quarter The Mansfield plant has pro- vided parts for 90 per cent of GM's U.S. passenger car pro- duction. Because of this, the company said, the strike af- fected 237,000 employees in 100 United States and Canadian plants and resulted in the loss of more than 12,000,000 man- hours of work. Marcel Caron, i ing chair- man of the foundation, said in thanking Mr. Sharp for his ad- dress that members appreci- ated getting the timetable but added he is "'a bit concerned" about having only until the fall to digest the commission's 414 years of work. Outgoing chairman Philip Vineberg commented that the foundation had been working under the assumption it had more time. Many delegates, however, sug- gested the tight timetable could be a blessing in disguise. Con- cern about how the government would react to the far-reaching proposals of the report is caus- ing uncertainty in many eco- nomic areas and these doubts should be removed as quickly as possible, they said. The point about concern over uncertainty had been raised by BOND MARKET TORONTO (CP)--The Cana- dian bond market was un- changed in quiet trading Wed- nesday.
