The U.S. marines and South Vietnamese forces now in the DMZ are technically still in South Vietnam because they are operating south of the Ben Hai River border. The agree- ments that ended the French Indochina War in 1954 speci- fically delineated the demili- tarized zone as neutral terri- tory, to be inspected regu- larly by a team from the three-nation International Con- trol Commission. Earlier this year, because of the i ing violence of the fo the North Viet if not into North Vietnam itself. i North Vietnam has violated e 40-mile long DMZ since mid - 1966, building bunkers 'and fortified gun emplace- ments clearly visible from the Bir, and infiltrating battalions ef troops across into South Vietnam. * U.S.. military commanders have retaliated with air strikes and artillery bombard- ments against the Communist oppo but until Thursday iad avoided sending ground troops into the region. PULLBACK UNLIKELY Now that the move has been made, there seems little likeli- hood of a pullback out of the gone. Present strategy might lead to a decision to move southern allied ground forces to the northern edge of the DMZ and possibly into the panhandle of North Vietnam. Political considerations could weigh war, the control team, made up of Canadian, Indian and Polish members, moved to Hue in South Vietnam. PROBLEM WILL REMAIN The decision to sweep Com- munist forces out of the south- ern portion of the DMZ likely will solve only a small part of the whole problem. All of the Communist 105- millimetre artillery pieces that regularly hammers the forward U.S. strongpoints of Gio Linh and Con Thien are emplaced north of the Ben Hai River and out of reach of ground forces. The positioning of southern allied troops along the south- ern banks of the winding river promises to stop to some degree the Communist troop infiltration. But infiltration routes through the tortuous mountains in the western part of the DMZ are wide open. What the southern allied lice and FBI agents call him "the Big Man." He's better known as the Commuter bandit, an elusive gunman who had robbed 16 Pittsburgh banks of $171,593 over the last 54% years. He pulled his most recent job Wednesday, melting into the rush hour traffic with $19,700. Who he is and what he does when he isn't sticking up banks is anyone's guess. The most popular theory is that he lives respectably in the suburbs. When he needs a lot of money in a hurry, he holds up a bank. Officials say the commuter is big, between six feet and six-feet-two. He is between 40 and 57, weighs 200 and 240 pounds, with a barrel chest, Square shoulders, an oval, clean shaven face, blue .eyes FOLLOWS SAME METHOD Each holdup has followed the same basic pattern. He walks into a bank and asks for change--a roll of quarters, for example. He arouses no immediate suspicion because he looks so much like any other cus- tomer. Casually he pushes a note and a paper bag to the teller. It says something like: "Be quiet--be quick or your dead--no alarm--put all $5- $10-$20 in bag and hand it to me quietly and quickly or your dead!" He is usually armed with an automatic, believed to be .45- calibre. He leaves as casually as he enters, gets into a car, usually an older model and usually stolen, drives to the spot he parked his own car and dis- appears, move has achieved is basic- ally to move the front line for- ward 2,000 yards from the cur- rent region of Gio Linh and Con Thien, two strongpoints connected by a 650-foot-wide cleared strip of land once in- tended to help stop infiltra- tion.
