Senanayake of Ceylon heads that country's delegation today at flag-raising ceremonies marking Ceylon's national day at Expo 67. The prime minister arrived in Montreal from Ottawa Tues- day night. Mr. Senanayake spent a night at the theatre and at a special supper in his honor given by Montreal's Mayor Dean Dra- peau. The Americans, headed by Henry Fowler, secretary of the treasury, are in Canada to at- tend today's opening of a two- day meeting of the joint United States-Canadian committee on trade and economic affairs. Governor Kenneth Curtis of that state offi- ciated at ceremonies at Place des Nations prior to a whirlwind tour of the site. | AMENDMENT DEFEATED The amendment was defeated 64 to 42 in a standing vote, but not before a spirited debate be- tween Mines Minister Pepin and the opposition. Mr. Pepin, arguing that the Lewis amendment would mini- mize the bill's good effects, said Parliament would have to "trust" corporation officers to carry out the spirit of the leg- islation. Robert Muir (PC -- Cape Breton North and Victoria) sup- ported the Lewis amendment and said that Mr. Pepin "may be a political scientist but he has a hell of a lot to learn about human nature." An amendment by Robert Mc- Cleave (PC--Halifax) to allow the corporation to "open" new mines was passed without de- bate.
