MEALS POOR They were wakened at 5 a.m, for breakfast of gruel and water; let out for exer- cise and then returned, to the cell for the rest of a long day broken only by bad meals at 9 a.m. and 2 p.m. Understandably, Cuban offi- cials are not anxious to talk about the prisons. My own re- quests to see a prison and to interview officials about the rehabilitation program were neither denied nor granted, but simply kept in limbo until I left the country. In any event, the sources say authenticated stories of brutality that emerged from the prisons a few years ago no longer reflect the real situ- ation. Premier Castro himself is reliably reported to have spo- ken privately of his concern over the waste of human re- sources involved in the big imprisonment program. He is said to be thinking in terms of expanding existing parole procedures so prisoners may spend more time at home while they continue rehabilita- tion. About a year ago the gov- ernment closed down one of the worst prisons, the old Isle of Pines prison where Fidel himself served a_ 19-month term after his abortive attack on the Moncada fortress in Santiago in 1953. PRISON NOW SCHOOL e prison, a collection of five huge, circular buildings with cells honeycombing the inside of the walls, now is being turned into a technical school, The prisoners are reported to have been relocated in pris- ons and work camps closer to their homes to facilitate pa- role programs. In some cases political pris- oners in the work camps are permitted to go home to their families for leave periods. Even in the Isle of Pines prison they were allowed to receive visits from wives and mistresses. At first they were permitted to spend some time alone with them in block houses around the perimeter of the camp. Later, "more so- phisticated facilities' were provided. The work camps for _politi- cal prisoners are separate from the military work camps, called UMAPs--Uni- dad Militar para Agudar Produccion, for military unit to aid production. But conditions are also said to be immensely improved in the UMAPs, which won a grim- reputation after they were opened about two years ago. CLERGY CONFINED The camps, designed as forced military service units for anti-social elements, re- ceived a variety of draft-dodg- ers, clergymen--particularly of the evangelical faiths--and suspected or actual homosex- uals. One man released from a UMAP said the only com- mon factor among prisoners in his camp was that they had all applied for passports.
