PLAZA CONSTRUCTION DUE TO START IN WHITBY (Staff) -- The min- utes of a meeting of a special town, committee from the Whitby township and the Whit- by Public Utility Commission which dealt with the provision of water and sewage service for the Food Chain Properties Limited development, at High, way 2 and Thickson Road, were read by council, Monday night, by Reeve George Brooks. Reeve Brooks said the firm proposes to start construction of the shopping plaza in June of next year. Plans call for it being completed in June of the following year. The developers were not too receptive to being asked to pay for a 12-inch main on Thickson Road, as in their opinion the main was not required for their not hook on to it Road and Hopkins Street could without a large expenditure on the part purposes as water would be taken from the intersection of Dundas and Thickson, The de- velopers were informed the PUC offer was precisely the same as would be offered to any other developer. It was noted that due to amalgama- tion, the cost of water to the one would be cut in alf. PREMATURE The developers were also in- formed that with the installa- tion of the main to serve the property, others on Thickson of the municipality, and in fact it was premature to bring water to serve the development at this time, except for the ob- vious advantages of the de- velopment. The developers were also in- formed that if agreement is not made now, a charge will be levied against the owners to pay for the main on a local improvement basis when the services are installed. In _ re- spect to any auxiliary pumping that may be required, it was agreed this would be the re- sponsibility of the developers. SEWERS With respect to sanitary -w- ers, it was noted that the prop- erty is situated in the Corbet Creek drainage area and would be subject to a separate sew- age disposal plant being con- structed at a later date. It was noted that this was a future projection of the municipality and could not be financed im- mediately. Prior to the con- struction of this sewage sys- tem the developers are seek- ing approval of a new type of sewage disposal system on the property. The joint committee will recommend to the PUC that in lieu of a main being installed DOWNTOWN LAND re NLT synergy mre along the Thickson Road front- age, the developers pay the total cost of engineering and laying the 12-inch main from Hopkins Street to a point 660 feet east of the Thickson Road- Highway 2 intersection. It will also recommend the developers pay the total cost of engineering and laying of the main. from Highway 2 southerly a sufficient distance to hook up with the owners' water tank. ) SECOND MAIN Other recommendations call for the developer to provide land free of charge to the PUC for a booster pumping station JUNE and elevated tank; that the commission pay the total cost of engineering and laying a second 12-inch main from Dundas Street to the water tank; that the owners, with the approval of the PUC, de- sign and install the mains and appurtenances in accordance with PUC requirements and that the owners provide the commission with an easement at no cost to provide mainte- nance, It was also recommended that as soon as a sanitary sewer system is available the owner will pay the then cur- rent. total cost of installation on a frontage basis.
