Wienerberger points out an example of an underfed horse that is harnessed to what appears to be a horse drawn buggy. It is stopped in a line of others in front of an unidentified building in the city of Kharkiv. Two uniformed policemen are visible walking by on the pavement near the horse; two other men are standing by.
