Acton/Georgetown, Friday, May 11, 2007 5 Recycling firm given town APPLEBY go-ahead for Todd Rd. site SYSTEMS CYNTHIA GAMBLE Staff Writer A Brampton company, wishing to move its transformer recycling company to Georgetown, received conditional approval from Halton Hills council Monday night. Council gave its support to Green-Port Environmental Managers Ltd.'s application to the Ministry of Environment (MOE) for a certificate of approval for a waste disposal site (transfer/processing) at 64 Todd Rd. The site will be used to decommission and recycle non-PCB oil-filled transformers. The Town of Halton Hills will request the MOE require the following conditions: · the Town be advised of any provincial office orders · a spill action plan be developed for both on and off-site occurrences · no uncovered storage be allowed on the property · in the event of a PCB discovery, the MOE be notified immediately and appropriate actions taken · no on or off-loading will occur in any area other than within the containment area within the building · a containment area inspection, repair and monitoring program be developed and implemented · the Town be notified of any future application on this site ·any reports to the MOE re this site be copied to the Town · restriction be placed on the title that there will be no PCB or hazardous waste permitted on the site · no long-term storage of non-PCB waste on the site · require a public available environmental policy · the surface drainage for the entire site be directed to a quality control system to ensure no untreated water leaves the site · the building be equipped with a sprinkler system even though it's not a requirement of the Building Code · the floor area be designed to the Town's satisfaction for the purposes of spill containment · assess and implement, if appropriate, an air filtration system The conditions were developed from comments from the Town's fire, planning, and engineering departments as well as TEAC (Town Environmental Advisory Committee) and POWER (Protect Our Water and Environmental Resources). The latter two supported the proposal after receiving a presentation by Green-Port's representatives. Green-Port, which has been in operation since the mid-1990s, has never had a spill.
