While there on her first trip, she visited the memorial set up for those Canadian soldiers who had lost their lives while on active duty in Afghanistan. Theres a rock at the Kandahar Airfield Memorial site, to recognize those soldiers, said Pecota, A rock nothing more. I thought those soldiers should have more than a rock to remember them. I decided to try creating an appropriate memorial to pay tribute to those fallen soldiers, continued Pecota, so I started work on a relief to place at the site. Pecotas relief, depicting a fallen soldier being lifted up by an angel, was first created as a plaster cast to illustrate the concept, which Pecota then submitted to the Canadian Forces Artist Program (CFAP)for possible approval- and no guarentees. I was really pleased they (CFAP) approved the plaster cast in December, said Pecota, And they agreed to pay the cost of having it cast in bronze. Artcast Inc., located on Armstrong Avenue in Georgetown, cast the relief for her, and Pecota was in town last week to pick up the 64 lbs. of bronze that will eventual- ly find its way to the Kandahar Airfield Memorial site in Afghanistan. Its going to (Canadian Forces Base) Trenton, and flying out this week, said Pecota. I expect theyll have it installed soon after it arrives. Other than the recognition of creating the relief, Pecota receives no remuneration for her work, after dedicating her time and efforts to transfer an image conceived in her mind, into a final artwork, cast in bronze. I dont need anything for my work, said Pecota. Im just pleased to see those fallen soldiers will finally receive an appropriate memorial over there thats all that really mat- ters to me. Photojournalist, Artcast honour fallen soldiers TED BROWN Staff Writer The Region is calling on the Province to assume full funding responsibility for GO Transits system expan- sions something that the GTA municipalities, including Halton, all help pay for. Halton regional council passed a motion to that effect at its meeting Wednesday in support of a similar resolution recently approved by Peel regional council. Both motions ask for Halton, Durham, Peel and York regions and the cities of Hamilton and Toronto to be relieved by March 31 of any further obligation to provide funding for GOs growth capital plan, which covers every- thing from adding new railway tracks to expanding its park- ing facilities. Last week, the Regions administration and finance com- mittee learned that while GOs original 10-year growth capi- tal budget created in 2001 has doubled from $1 billion to $2 billion, the Province still expects municipalities to fund one- third of that figure. This raises Haltons expected contribu- tion from $37 million to $75 million. The significant expansion of program magnitude pre- sents an increasing financial risk to the Region, given that only a portion is recoverable through development charges, said Janice Sheehy, Haltons director of financial policy and internal audit. About $45 million of Haltons portion is expected to be recoverable through development charges. But this leaves $30 million to be funded by taxpayers over the 10-year peri- od. Around $3 million, or $14 per household, was budgeted for 2008. Regional council passed a motion in late 2006 that asked the Province to amend the Development Charges Act so that GOs growth capital plan is fully recovered by develop- ment charges. The motion said if that doesnt happen, then the Region will limit its contributions to the amount of development charges it collects. That started last year. We will stop paying invoices when we run out of (development charge) money, noted Sheehy. The Region is working to organize a GTA/Hamilton summit with local municipal partners to discuss municipal financing issues such as the GO funding.
