Thats pretty skimpy compared to what weve been used to, said Jane Fogal, Wards 3&4 Regional Councillor at a recent council meeting. We used to be in the range of $1 mil- lion. As a result there was no excess surplus to be divvied among various reserves the Tax Rate Stabilization Reserve, the Repairs, Maintenance and Revitalization Reserve and the Capital Financing Reserve Fund. As well, there was no traditional $250,000 to be carried forward to the 2008 budget that money had to be drawn from the Tax Rate Stabilization Reserve account. According to Town Treasurer Ed DeSousa, the low surplus is a result of the winter control budget for 2007 being overspent by $283,592, emergency repairs for Town facilities ($230,000) and corporate revenues being small- er than expected, especially the development agreements account $93,257 less than budget- ed. While there was a deficit in overall expendi- tures by $121,000 that was offset by increased corporate revenues of $124,000 resulting in the overall $3,000 surplus. Increased revenues included $72,000 in additional taxes and $97,000 for tax penalties. DeSousa warned there could be a similar sur- plus this year. When it comes to the 2009 capital budget, right now I dont see it as a large impact, he said. It depends if there are any more capital projects requiring funding from the Capital Financing Reserve, which is at a low point. If there are no more large projects from that reserve then it should not have an impact on the 2009 capital budget. He added the Town did implement a Special Infrastructure levy to be used for capital works. In 2008, the levy was 2.7 per cent (or $614,000), and in all the following years, it will be 1.3 per cent ($290,000). By 2013, $2 million will be built in the base budget to be directed annually towards infrastructure improvements such as the fire stations and the future Georgetown branch library/Cultural Centre expansion. During the 2008 budget discussions, DeSousa warned that future tax hikes in 2009 and 2010 could be in the range of 7.5 per cent ($80-$86). $3,241 Towns budget surplus lowest since 1974 CYNTHIA GAMBLE Staff Writer Halton Region has thrown its support behind the Provinces efforts to bring the Pan American Games to the GTA/Greater Golden Horseshoe. A motion to that effect was endorsed by regional council recently. It comes in response to the business case the Ministry of Health Promotion is preparing that assesses the viability of the GTA/Greater Golden Horseshoe area making a successful bid for the games in 2015. As part of the process, the Province has been consulting with municipalities to explore interest in the games and potential training and competi- tion venues for the bid. While the motion passed by council urges Milton, Halton Hills, Burlington and Oakville to participate in the process, the four municipalities have already been involved in the consultations. If the bid goes forward and is ultimately selected, then the Games would be held in vari- ous communities throughout the GTA. The Pan American Games are a multi-sport event thats held every four years between com- petitors from all nations of the Americas North, South and Central. Current bidders for the 2015 games include: Lima, Peru; Caracas, Venezuela and Bogot Columbia. Region backs Pan Am bid
