ultra modem Ontano Science Centre in last week it wasnt difficult to see that the first steps in the scheme by the government to establish a new rapport with the municipalities have been a success Now the peace a bit too much for his government so it was proposed to give the municipalities a bigger voice in their own affairs If they can straighten out their problems then it will take a tremendous Metro Toronto could present problems Mr Newman compared the cost of government at all levels to the rise of the gross national product and found some startling figures Cost of government increased by some 144 per cent the period from to l7 while incomes rose only 104 percent and the GNP went up only per cent He pointed out thai the increase in federal spending was almost identical with the increase in the gross national product the rate of increase for provincial and municipal spending was more llun twice the rate of growth of the His speech which received a standing ovation concluded with six proposals including suggestions that a comprehensive program of regional government be proceeded with supported by access to new forms taxation and in the immediate future by unconditional
