Trustee Bert Hinton told Hallon Board of Education this Thursday while trustees were discussing declining enrolment He said he recall exactly what his source of Information on this subject was but could recall it was a good source Hinton said he would try and get more In formation for the board He explained that if the ratepayers who have children In private school or separate schools were added It would show between and 65 per cent of all taxpayers in don t have children currently in any school At the same time many of these people have had children in school at some time In the past The number of people supporting the education system who don t have children is growing rapidly but he couldn t give ihe percentage Director of Education Em Lavender said he couldn t vouch for Hinton comments but noted he has seen studies which show within five years if current trends continue per cent Of the taxpayers supporting public education won have children in school Noting few taxpayers have children in the system Hinton said the board will have to be careful with its spending now especially with enrolment declining Trustees have been reviewing a brief the board will present to the special Commission on Declining Enrolments next month since early January will suggest the province remember new schools are needed in areas of high growth In the years ahead despite enrolment declines in other parts of the region The board will also tell the Commission that increasing provincial expectations with regards to special education should be matched with in creasing grants and the legislation governing teacher contacts should be changed so qualified teachers can be placed on term contracts At the suggestion of Laven the board is going to review policies regarding retirement of board em Lavender said in some cases It Is unreasonable for the board to be expected to transport children from a high growth area to schools where enrolment is down He said he would consider It unreasonable for children in public school be taken dally from Milton to schools In At the same time although the board is con sidering vocational facilities for the north he think It Is totally unreasonable to transport teenagers from the north to vocational schools In the south Concerns about Increasing community use of schools by municipalities at a time when recreation departments are finding they must cut back were expressed by Trustee Bill He said in creasing use of schools by community groups may not be the answer lo filling vacant buildings Trustee Elaine against too much teacher retraining and get ting too far away from having specialist teachers in view of the goal of maintaining quality education Lavender said it would be hard lo have too man teachers who are instead of specialists with staff since It is so highly qualified Trustee Helen Howard Lock suggested teachers be encouraged to view the work as port time rather than full time She said teachers working 75 per cent of the time in teaching Instead of per cent might be a solution to avoiding layoffs Lavender said such a plan would have to be examined carefully since it could cause more problems than It would solve He noted teaching is unique in labor relations since there is both the collective agreement and individual contract covering the same people New Georgetown Trustee Barry Shepherd said he hoped the provincial government sticks to its commitment to financing special education Lavender said there Is a so lid commitment to financial support of special education for the rest of this year as long as the current govern lasts but a different government and new Minister of Education might not continue the policy He said It is important that all aspects of retirement be reviewed The factor of years of leaching plus age must be examined He said It Is a popular misconception that It is to a teacher s advantage to work beyond the factor and incentives for early retire ment may be needed Lavender said the board will have to decide If retirement gratutles can be justified Trustee Ivan Armstroni said early retirement will have to be voluntary because it would mean the board
