Erin township council Residents up in arms over road deficiencies by Fines Some residents of Glende von subdivision came before Erin Township council Wed nesday night to hear Bob Long of Triton Engineering give his report on the von problem and to get some questions answered to their own problems Mr Long states in their opinion an emergency situation now exists The sub division services are In an un acceptable condition In 1973 a subdivision agreement was made with Glendevon Enterprises Limited in which they agreed to complete all the municipal requirements by June 1976 This they failed to do and a new agreement was signed with a twoyear extension and again Mr Long said they were seriously in default of their obligations by May However contracted with Capital Paving of Guelph to complete the roads During this road construction several serious deficiencies were disclosed The roads bad not been built to the proper grades much of the road gravel was Ospringe contaminated the ditches and culverts were not set to the design grades the depth of the was from to feet instead of the specified depth of feet pipe with polyethylene services were used instead of the Iron pipe with copper pipe services specified on the engineering drawings The report stated that the Township of Erin has given Glendevon every reasonable chance to complete the services but that the water distribution system must be reinstalled to the proper depth immediately as parts of it will definitely freeze during the winter Also the roads if not completed will be rough and hazardous Mr Long said the township can go ahead and get this work done and can then sue Glendevon for the cost as the developer is still the owner of the subdivision and is res ponsible Discussion got a little heated at one point when Councillor Schneider having questioned at length the reasons for all the delay finally asked Why did you let it get to this deplorable condition and was reminded by Give Beard wood that she too was a member of council Council also pointed out that the township doesnt own he property until the developer completes the work called for in the agreement and passed It back to the township therefore their hands were tied until an emergency like this a A motion was passed to authorize the Reeve and clerk to complete a contract with Construction Limited of Guelph to install a water system at a contract price of Council has been following legal advice all through and Councillor Re Id stated they should take their solicitors advice on which way to go from here and how to keep the streets
