police eye video confessions by Gord Proposed legislation recommending the video taping of confessions is being met with cautious optimism by Halton Regional Police and they have set up a task force to study the matter The video taping issue was the subject of an April paper by the Law Reform Ion of Canada addressed to he provincial and federal legislatures The asked for improved police techniques to provide more reliable court room evidence and championed the use of video tapes as the result of a study done on American police who use video tapes Currently there are two Canadian police forces experimenting with video taped confession rooms Ottawa and Montreal From our standpoint the proposal Is a positive move but we have to proceed cautiously said Regional Deputy Police Chief Robert We have to make sure there is considerable training undertaken to ensure police officers crown attorneys and lawyers are proficient in setting up and using such a system To that end the closest American organization using video tapes in suspects confessions New York City Police have been using the device for five years The force has the complete backing of the Board of Commissioners of Police who are in favor of video taped confessions The record of convictions through the use of tapes is too good to ignore said Commissioner James Grieve All were worried about Is the legality of setting the system up There will be room in the budget to cover the costs of the system The police study will be completed next year and results handed over to the Board The LRCC paper pointed out advantages to using video tapes in confessions in eluding shorter trials protection of police suspects against allegations of brutality and coercion and providing judges and jurors with a better platform in which to evaluate evidence Halton police ore already familiar with the use of video tapes in some duties in eluding the monitoring of prisoners cells at the Oakvllle and Burlington headquarters and video tape monitors in Oakvillc shop ping malls But there are problems with the ad vantages among them the ease in which a picture can be misinterpreted according to Middaugh For example if an officer raised his hand to scratch his head while interviewing the subject a defence lawyer could suggest this was a threatening gesture towards his client said We the police have to be careful in establishing the dure Another problem Is the fact that most police Interrogations take place outside- the station house usually at the scene of the crime or in a police car Video tapes are not the answer to all of the problems said Haltons Crown Attorney James But he added the use of video tapes would make a prosecutor jobs a lot easier The length of trials would be cut down he said Especially in voire dire where the confession has to be reconstructed in the courtroom using witnesses It is also harder to fake video tapes as opposed to written or audiomonitored evidence That makes the evidence that much more valuable The use of video tapes in Canadian Courts should be commonplace within 10 years according to Justice Allen linden President of the by Julian Reed MP HalfautIktruagtea to a recent Provincial Affairs program Liberal Leader David Peterson spoke about Ontarios unemployed young people Following are tome excerpts from that program I think all of us would agree that Ontario is a province of great opportunity and it is also a land of much wasted potential At the current time fully 1B4000 young people are listed on the unemployment rolls in Ontario jobs and have given up the search It is a tragedy of immense proportions It fa a tragedy whose roots can be traced to educational system which was put In place in the i960 and Let look at the facts Of 100 students entering grade nine 38 will quit secondary school before graduation and of those who graduate 27 will not seek higher level of educational training Roughly only 11 or 12 of the grade nine class will enter and complete university another seven or eight will go through community colleges and a scant two or three win complete apprenticeship programs achieving skills in demand In todays world In a world of vast technological change with all of its accompanying opportunities for a full working lifethousands of our young people are not achieving either because the opportunity is not clear to them or is being withheld from them The National Research Councils Out look for Science and Technology published In runs to almost 800 pages and deals with subjects which long ago eclipsed the curricula being taught to our children In the schools In Ontario Such topics as the demographic state of world synthesis nutritional research fuel sciences macro molecular studies radioactive waste management artificial Intelligence many of these topics are being succeeded by others as we rush toward a true space age Not only are these opportunities being missed our methods of assisting our children is seizing the opportunities which do exist is halfhearted Some would say appalling A 1863 study by the Ontario Secondary School Teachers Federation revealed that students outnumber guidance counsellors in secondary schools by to one It is also the case that counsellors now on the job have no single reliable source of information to guide young people into jobs which do exist We are in desperate need of educational reform in this province One such reform would be the expansion of cooperative educational opportunities for students in Ontario Secondary Schools The best way to learn about work Is by working yet in todays Ontario roughly only 15000 students are given the opportunity of cooperative education courses combining Insciool and onsite real work ex perience- Only about million is being spent on coop education Increasing spending to million would enable every grade student in Ontario to seize the coop opportunity The success of the program Is unchal- Pub community college 7 3 per cent into appr programs and per cent on to university Only a scant per cent were unsure of their destination after experiencing coop education Compare that to the statistics I cited earlier of high school dropout rales ap proaching per cent Coop education is one way to go In stimulating greater interest among our young people in gaining the skills they need to land jobs And I need not remind teachers of this province of the job security extended to them by sustaining enrolment within the system It Is a deplorable fact of life in Ontario that we are firing teachers and closing labs and shops at a time when forecasters tile the need for more skilled people being pro duced by our educational system Our school system is failing us and our young people We desperately need reform now The Ontario Liberal Pary has made specific proposals to provide jobs for our young people skills training programs and educational reform AW DENTURE THERAPIST MAIN ST
