Georgetown Herald A Division of Canadian Newspapers Company Limited Main Street South Georgetown Ontario WALTER C BIEHN Pago GEORGETOWN HERALD THURSDAY JAN 19 EDITORIAL COMMENT No All Unhappy When writing an editorial it is common to concentrate on the subject chosen without giving other sides of the picture We have been taken to task for a December editorial entitled Not So Happy Year which we dwelt on the tougher aspects of being a Georgetown businessman We mentioned the drastic turnover in businesses many of them long established which occurred last year pointing out that high rents speedy transport ation and increased competition are factors affecting Georgetown On the brighter side there have been openings as well to give strength to the argument that while Georgetown business is undergoing difficult times it is not all one sided Firestone Store opened In one plaza Homestead Furniture was The Main Point The matter of On Ltd and the Workmens Compensation Board has been relegated to history The company which is developing a large commercial project in Toronto borrowed million from the Compensation Board which then agreed to a lease arrangement for quarters in the proposed building The then made a donation to the Progressive Cons ervative party It has also borrowed million from the CNR pension fund An investigation by the At torney Generals department found there was nothing cnminal in the company party donation This judgment we must accept But to our mind an even more important question is the loaning of trust funds to a private company And this is something which politicians and press have largely ignored It could bear careful study Any surplus in Workmens Compensation assets particularly has been contributed by em Heading for Broadway one of many locating In another plaza sparked by a large addition when Zellers opened a major retail outlet in Georgetown And downtown while there were few brand new businesses there was a general shifting of locations and Brightening of store interiors to attract shoppers We did end our editorial with this observation It Is still possible to operate a successful store here but it takes even more hard work and Ingenuity to continue making a reasonable profit retain present trade and add new customers A merchant who is a director of the Retail Merchants Association of Canada has other observations in a mail bag letter in this issue These are well worth the at tention of all Georgetown businessmen as a new year to be used for what is considered one of the best accident insurance systems in the world An employer is required to pay a yearly assessment based on the accident rate in his branch of in dustry And he and his employees are protected if accidents happen By lending such trust funds to a private company this money could disappear should the project be unsuccessful And we the tax payers would have to make good the loan The CNR pension fund is in a somewhat similar position It has been built up by contrib utions from employees and management And management in a publicly owned company is you and me Again if the Fidinam venture were to fail Canadian taxpayers would have to foot a million bill We should assume that such trust funds have maximum protection and that they should only be invested in giltedged securities Fidinam would hardly fit into this category SKIERs WINTER WONDERLAND ECHOES Too much turkey and one has a stomach ache Too much pornography and Yonge Street can fade Toronto new mayor David is concerned that what has been a colourful addition to the city entertainment is turning into the same shabby mishmash which has ruined New Yorks Broadway for residents and tourists It is hard to draw the line A city entertainment strip must offer something for most people and needs some spice OCONNORS OTTAWA But the plentitude of blue movies massage parlours and strip joints in Torontos downtown area is too much We hope Mayor Crombie will continue his pressure to keep things in check despite the vocal opposition of a few powerful columnists of the Pierre school As Mr has explained he is loathe to legislate Instead he has asked for a voluntary curb on a spreading cancer which will eventually give Toronto a massive stomach ache 10 YE- Ralepiycrs who wished to address Georgetown council would now be subject to the formality of making a prior deputy chief truck driver and caretaker per annum Council decided to offer the old fire truck for sale tjve a 00 grant to the Salvation Army The hurly burly of debates in the House of Commons vith the motions amend ments rejections catcalls and the Speaker often wasted efforts to keep order might appear to the casual observer to be nothing but chaotic nonsense Like a well played football game the game played in the Commons chamber is the culmination of much plan ning tactical manoeuvring strategy and second guessing The players have been chosen after a rigorous training camp called an election coaches arc wily old professionals aware of their own players as well as their opponents abilities But here the comparison ends Thegomelsnot ployed for the personal satisfaction of the players or the viewing pleasure of the onlookers II is undertaken in deadly earnest the ultimate aim and usually the result being laws which reflect the wishes of the majority of Canadians It has been argued recently that the Opposition Party should adopt a conciliatory stance a cooperative at tltude which will get some legislation passed and avoid another election It might well be urged also of the government to pacify the opposition to the some end VIFW POINT In my view if either side fell into such folly thinking the system simply would not work The parliamentary process Is based on the ad system in which two or three or divergent are promoted In the most effective manner BACK TIME available to the proponents The apparent chaos of manoeuvring taking place in the House is really this process of the Parties trying to most effectively present their cases With a majority govern one view always prevails In a minority situation consensus results or the Government is defeated In order for the views of the majority of Canadians to be recognized under a minority govern the Parties must fight to a consensus conclusion To agree or cooperate would be to artificially create a majority situation where none exists It would amount to a betrayal of the v ishes of the voters who voted for minority status Consider the cose of one football team operating with the other a phony and unnatural result FIGHT This is not to say lhat all parties must lock horns on every Issue Many procedural matters and even some substantive legislation receives all party consent a recent example the resolution censuring the bombing of North Viet Nam But on matters of principle it is in all our Interests to fight vigorously Over the years some of our best legislation has been achieved in this manner If you have a problem idea comment criticism or If you simply wish to get in touch with please stop by or call my Riding office at Road Fast BILL SMILEY Here Are Some Laughs to Help You Launch
