of the Georgetown planning board replying to Creaghan letter concerning changes in the Georgetown official plan which appeared in the Herald last week The letter Is as follows Dear Sir I would like to reply to Mr Creaghan a letter con cerning changes to the Georgetown Official Plan that have been proposed by Plan Board Mr has misunderstood and grossly misrepresented our proposals and I would like to answer his criticisms in detail 1 Planning Board is not introducing master plan it is recommending that the existing Plan prepared In 1967 be revised so that the total population of the town does not Given present treatment technology the capacity of the rivers has been determined by the Ministry of the En vironment as equivalent to a total population of to The present treatment plant Is being expanded to handle that capacity so we can expect a population increase of around people before we reach the limit Imposed by the rivers In the 1967 Plan land was designated for uses that would create a population of plus Planning Board la not rexoning land north of Maple Ave to accomodate the ad to 000 people The vacant land In this part of town is already zoned and has been since 1957 for residential uses that would add about people Needless to say most of this land Is owned by developers who Intend to build when the extension to the sewage treatment plant Is complete Zoning is what controls land use not the Of Plan which Is merely a statement of Intent although any changes to the zoning by law must agree with the Plan In other words the right to develop these lands north of Maple Avenue has already been given man years ago 3 The vacant land north of Ontario St adjacent to Smith and Stone falls into the above category by developers zoned for low density residential use capable of accomodating about persons Planning Board has recommended that this designation not be changed It is pleasant to imagine the land as a park or a farm but who will buy It for such uses at a price reflecting its residential zoning Not one person let alone several thousand Is to be jammed In between the two main line railway tracks back of the hospital Planning Board has decided that this narrow triangle of land should ultimately be used In con unction with adjacent lands In the designation that is recommended is Industrial There Is a residential sub division approved by council and zoned since 1997 north of the hospital and adjacent to the Princess Anne Woodland that Planning Board not the Con Authority is recommending as an En vironmental Protection Area This USunit development will house about people Several thousand lnthel967PIansomelands north of Maple Ave were designated for high density redevelopment but were and ore zoned as low density residential I myself live in one of the older homes close to downtown that fall into this I have consistently opposed destroying existing viable low density neigh borhoods I am pleased then that Planning Board has recommended that most of these areas be redesignated as low density reducing the projected population of Hie area north of Maple Ave by people There are a few areas close to downtown that Plan ning Board recommends remain as high density or be reduced to medium density 1 e lownhouses These parcels of land arc either vacant run down or in nonconforming uses at present We can hope that their redevelopment will maintain the viability and thereby the character of the downtown business area The additional population comes to about 1300 people most of them very close to existing arterial roads eg There are various areas north of Maple Ave already zoned since 1957 for high or medium density uses Planning Board Is recommending that they be designated for medium density uses some already were In the plan Creek we get both together with a total of 000 plus That would really change the character of Georgetown and severly stress the river system exceed its capacity Obviously it Is to Focal Properties advantage to create the Illusion of options that In reality do not exist In Mr Crelghan they made a sale 10 As far as industry goes I Tor one would like to see more of us working in the community In which we five myself included But lets be realistic The supply of industrial land in Georgetown exceeds the demon I for one am opposed to the on of GO service to Georgetown but both our mayor and our P openly claim credit for it obviously there will be more commuters In fairness to Mr Creaghan I agree that there 1b a potential problem to Smith and Stone from the residential zoning of lands adjacent to their in lands But this problem can be resolved in the detailed planning of the development that takes place for example by separating the two land uses by a roadway that will be necessary anyway However Mr approach to this relatively local problem is to support the nonexlstant op tions that Focal Properties would like us to swallow and to bolster them with totally erroneous information
