Police Force Police Constable Mike Michalskl will represent the Georgetown Division in competitive police sharpshooting tournaments Michalak has been with the Hal on patrols since June and last Wednesday was his first opportunity to take part In competition I dont even recall my score explained Constable Michalak It was the first time I had used police Issue guns In a time- restricted tournament and I didn t do as well as I had expected Constable Michalak Is no rookie when it comes to handling firearms accurately for a dun when he started with the Ha ton Regional Police he scored out of a possible on the pistol range at regional headquarters We are tested before being issued a gun as to the accuracy and proficiency in he way we handle It explained the officer Mike came to Georgetown after serving with the Metropolitan Toronto Police force for four and a half years His experience with guns has earned him several trophies and on several occasions served as a range in true tor and as a resource person for a squadron of Royal Canadian Air Cadets during their firearms training sessions Further competitions will reveal how good Constable Michalskl really is in both target and combat competitions Target shooting is simply hitting the bulls eye but combat shooting Is a little more difficult The targets are a silhouette of a man similar to the FBI method with designated high score areas The numbers are Impossible to see so you Just shoot explained Michalskl It Is also mandatory that all police of leers Are a minimum of rounds on the firing range per month to Insure a high level of accuracy The purpose or the whole thing Is to make us ready to use the gun correctly and hit what we have to concluded Const Michalskl hustles new LIP ideas Hove an interesting project that you would like to gel going this winter Well the federal government would like to sec you They have million waiting for you and any other persons with com projects that will benefit a few of us or a lot And theyre worried that people won make use of it An Indication of just how badly the federal government wonts to see people make use of the million UP Local Initiatives Program budget is the act that MP Frank has hit the us tings since parliament recess openly promoting suggestions for new LIP projects He met with HsJtoa Hills council last week to present a simple message Think LIP Through the LIP program the government Is hoping to make a small dent In the rising unemployment rate This program was devised with one purpose in mind said We want to decrease winter jfloyment Were going into this winter facing a particularly high unemployment rate of eight percent The LIP program while certainly not a longterm solution to the problem can provide a shortterm answer This year besides a million increase in the total budget the LIP program promises a few other changes said Were trying to make the entire program more valuable and creditable by seeking applications through the municipalities He suggested tree clearing projects or outdoor facility Improvements as two possible suggestions or municipality supervised LIP projects Full Information concerning LIP grants can be found at Canada Manpower Centres While the organizers would like to accept all suggestions there arc a few rules that have to be followed In coming up with a possible project Each project must create new jobs in the community and have both the support of and provide a worthwhile facility or service to the community involved The project cannot duplicate existing facilities or services and must have adequate financing for any costs over and above the allowable federal contribution No application will be ap proved which requires more than in federal funds or employ who is currently working One of the most important requirements is proof that a source for further funds will be forthcoming after the project LIP monies end After all that the project is then scrutinized by a local riding advisory group who In urn will suggest the or refusal of the project to Dr Hnlton Hills two local representatives on that ad vlsory board arc Mayor Tom Hill and town treasurer Harry Henderson Anyone wishing to apply for a grant must do so before September II which Is the last day applications will be This winter said the government is hoping that LIP will finally shake its questionable reputation They ve had their and downs In the past They got a bad reputation from some people who applied and got grants hrce or our years in a row Some called them
